Youth and Family Justice (DYFJ) is responsible for oversight and
management of secure and non-secure detention services for juveniles
(e.g., youth) awaiting disposition in family, criminal, and supreme
courts. DYFJ also oversees a wide network of providers throughout the
five boroughs that operate Non-Secure and Limited Secure Placement sites
for youth who are adjudicated delinquent and are placed by the New York
City Family Court, and a vast network of community-based alternative
programs for youth involved in, or at risk for involvement in, the
Juvenile Justice system. Under administrative direction, the Intake and
Assessment Specialist will work within the DYFJs continuum to assess and
identify the needs and strengths of youth for post-adjudicated
placement. Specific duties will include, but are not limited to: *
Perform day-to-day operations including the intake, assessment,
matching, and placement of youth who are adjudicated as juvenile
delinquents in New York City Family Court and placed with ACS under the
Close-to-Home initiative. * Once a judge issues a dispositional order,
ensure a timely comprehensive intake and assessment including review and
synthesize pertinent court, legal, health, education, and social history
documents, assessment of youth and family needs and strengths,
coordinate collateral interviews in detention or in the community with
youth, families, providers, and ACS personnel prior to the youths
transfer from detention to residential placement, and appropriate match
of youth to providers that can best cultivate their strengths and
interests and address needs and risks over a period of no more than 15
calendar days, or as otherwise required by law. * Manage and maintain
ongoing relationships and collaboration (e.g. meetings) with DYFJs
Confirm Unit, Unit, DYFJs Placement and Permanency Unit, detention DYFJ
and contracted staffs, attorneys, and court staff to ensure that
information is relayed in a timely and contemporaneous manner and that
all relevant screenings and assessments are completed and matching of a
youth to providers and transfer of responsibility and monitoring of
youth to ACS-contracted placement providers and Placement and Permanency
staff occur in a timely manner. * Engage with DYFJs Detention,
Operations, Placement and Permanency, Planning, Policy Performance,
other ACS cross-divisional units, and ACS-contracted provider agencies
to ensure appropriate coordination, oversight, monitoring, and technical
assistance. * Maintain an ongoing case tracking, data collection, and
reporting system that informs the identification of placement trends,
review of incidents, placement needs and capacity. * Conduct interviews
of families in their homes and other sites in the community, including
frequent visits to off-site facilities where youth reside. * Provide
consistent evening coverage at least one evening per week to maximize
engagement of working families. Minimum Qual Requirements 1. A
baccalaureate degree from an accredited college including or
supplemented by 24 semester credits in one or a combination of the
following fields: social work, psychology, sociology, human services,
criminal justice, education (including early childhood), nursing, or
cultural anthropology, with at least 12 of these credits in one
discipline. Requirements for Assignment Level II a. Upon satisfactory
completion of six months of training and experience at Assignment Level
I, an employee shall be assigned to Assignment Level II. b. Upon
completion of one year of satisfactory experience at Assignment Level II
of Child Welfare Specialist and satisfactory completion of the
probationary period an employee shall receive no less than the minimum
salary after 18 months in title. c. To be appointed directly to
Assignment Level II, a candidate must have, in addition to meeting the
minimum qualification requirements set forth above, one year of
satisfactory child welfare casework experience. Preferred Skills The
preferred candidate should possess the following: Ability to
conceptualize process, develop and implement in a timely manner;
familiarity with juvenile justice and/or child welfare; familiarity with
the provision of residential juvenile justice and/or child welfare
programs; experience navigating Criminal Justice Information System
(CJIS), Juvenile Justice Information System, knowledge of Unified Case
Management System (UCMS), Reusable Case Management System (RCMS),
Connections, PROMIS and HHS connect; knowledge of court orders, Online
Booking System (OLBS) and other documents used during the admissions,
transfer, and release process; ability to positively engage with
partners in various levels of hierarchy; strong communication skills;
ability to work as part of a team, as well as independently to achieve
necessary results; capability to prioritize tasks and manage multiple
tasks at one time; excellent oral and written communication skills;
strong organizational skills and attention to detail; and commitment to
a collegial workplace is required; flexibility and ability to travel and
work across the five boroughs. Additional Preferred Skills: Masters in
Social Work. Child Welfare experience as a case planner or case worker.
