    Job Description

    General Summary

    The Vice President, Associate Chief Medical Officer (ACMO) at the University of Maryland Baltimore Washington Medical Center (UM BWMC) provides strategic leadership to ensure excellence in quality, safety, and performance improvement across the organization. This role supports the Senior Vice President, Chief Medical Officer (CMO) in driving the hospital’s mission, advancing a culture of safety, data-driven decision-making, and regulatory compliance while fostering continuous improvement. The ACMO also contributes to key operational activities of the CMO office and collaborates with clinical and administrative leaders to achieve organizational goals.

    Principal Responsibilities and Tasks

    • Quality and Performance Improvement Leadership

      1. Develop and oversee the implementation of a comprehensive Quality Management Plan aligned with system and hospital goals.
      2. Lead performance improvement initiatives to enhance clinical outcomes, reduce preventable harm, and drive efficiency.
      3. Foster a culture of psychological safety and transparency in quality and performance improvement efforts.
      4. Connect senior leadership with direct-care staff to improve engagement and empower team members.
      5. Collaborate with clinical leaders to ensure alignment with pay-for-performance and value-based care payment programs as well as to external reporting agencies, including reduction of hospital-acquired conditions, mortality, and utilization.
      6. Oversee quality dashboards and use advanced data analytics to inform and engage stakeholders at all levels.
      7. Create and manage responsible departments’ budgets.
    • Patient Safety and High Reliability

      1. Champion the hospital’s commitment to zero harm by implementing evidence-based safety practices.
      2. Facilitate the development and execution of strategies for achieving High Reliability Organization goals.
      3. Initiate, lead, and co-facilitate daily safety huddles to increase accountability, communication, and awareness.
      4. Coordinate organization-wide efforts to reduce preventable harm and enhance patient safety culture.
      5. Oversee risk management programs and collaborate with MMCIP leadership to proactively identify and mitigate high-risk areas.
      6. Oversee patient advocacy and patient experience reporting programs.
      7. Participate in transparency, communication, and resolution initiatives with patients.
      8. Enhance peer review processes to improve education effectiveness and provider engagement.
    • Data Analytics and Informatics

      1. Provide strategic oversight for both the design and implementation of clinical data analytics to drive quality and operational improvements.
      2. Coordinate with informatics and business intelligence teams to optimize data utilization and visualization tools that enhance data-drive decision-making.
      3. Optimize the use of safety reporting systems to enhance event reporting, investigation, and feedback loops.
      4. Leverage data to identify and implement opportunities for clinical and operational efficiencies.
    • Accreditation and Compliance

      1. Ensure compliance with regulatory and accreditation requirements, including those set by the Joint Commission, CMS, the Maryland HSCRC, and others.
      2. Perform gap analyses and risk assessments to maintain adherence to clinical and legal standards.
      3. Lead accreditation survey readiness efforts and collaborate with key stakeholders for successful outcomes.
    • Support for CMO Office Activities

      1. Assist the CMO in strategic planning, operational oversight, and policy development.

      2. Act as a key liaison between the CMO and other clinical/administrative leaders to ensure goal alignment.

      3. Assist in the integration of physician engagement initiatives, interdisciplinary collaboration, and medical staff governance activities.
        Collaborate on the academic health mission of the organization including graduate medical education and clinical research.

      4. Collaborate with the VP Physician Services in the integration of medical group services and physician contracting as it supports the quality and safety of care delivery.

    • Education and Organizational Culture

      1. Lead initiatives to enhance medical education, clinical competency, and professional development among staff and physicians.
      2. Foster a culture of accountability, psychological safety, excellence, and innovation in quality and safety across all levels of the organization.
      3. Support the development of Diversity, Equity, and Inclusion initiatives within the hospital.
  • Qualifications

    Qualifications

    Education and Experience

    • MD or DO with board certification in a clinical specialty; advanced degrees (e.g., MPH, MBA, or equivalent) preferred.
    • Minimum of 5 years in clinical practice
    • At least 3 years in healthcare leadership roles with a focus on quality, safety, and performance improvement
    • Experience in data analytics, HRO principles, and regulatory compliance.
    • Active and unrestricted medical license in Maryland

    Knowledge, Skills, and Abilities

    • Expertise in evidence-based practices to improve clinical outcomes.
    • Advanced knowledge of quality improvement methodologies (e.g. Lean, Six Sigma).
    • In-depth understanding of patient safety principles and HRO frameworks.
    • Comprehensive knowledge of regulatory and accreditation processes
    • Familiarity with value-based care models, pay-for-performance programs, and population health initiatives.
    • Strong proficiency in clinical data analytics and technology-driven care improvement strategies.
    • Proven ability to lead multidisciplinary teams, foster collaboration, and drive a shared vision.
    • Demonstrated ability to think strategically and operationally, aligning initiatives with organizational goals.
    • Exceptional critical thinking, decision-making, and project management skills.
    • Strong communication and interpersonal skills tailored to diverse audiences.
    • Adaptability to evolving healthcare trends and regulatory landscapes, ensuring compliance and innovation.
