    **Basic Purpose of Position : **


    Under the direction of the Manager, Payroll, executes and issues accurate salary statements, checks and direct deposits to DRPA and PATCO employees. Ensure and verify all payroll activities are following DRPA/PATCO policies and procedures, governmental laws, federal, state, and local tax regulations. Perform various accounting tasks, including analysis of payroll postings to the general ledger. Answer employee and management questions related to payroll and resolve issues in line with DRPA/PATCO policies and government regulations. Requires frequent communication with taxing authorities.

    Major Responsibilities and Duties


    DESCRIPTION OF TASK

    |

    Executes and verifies the weekly and monthly in-house payroll process to ensure all DRPA and PATCO employees receive timely and accurate weekly payment for work performed and all appropriate deductions such as taxes, advances and benefit contributions are made in accordance with taxing authorities and DRPA/ PATCO policies.

    |

    Reconciles all payroll financial records and accounts relating to accounts payable, employee receivables and payroll liability accounts to ensure compliance with GAAP and federal/state and local regulations and DRPA guidelines. Investigates proper treatment of unusual or infrequent payroll related financial transactions for accurate reporting and disclosure requirements. Prepares necessary journal entries. Supplies correcting journal entries and vendor payment adjustments on AP invoices. Performs additional and other related accounting duties as required and assigned, by Manager of Payroll, Manager of Accounting, Director of Finance, and/or Chief Financial Officer. Responsible for maintaining various SAP master data elements.

    Performs and verifies special pay calculations for check processing such as union dues, legal settlements, acting assignments, retroactive pay, salary adjustments, and union contractual payments in coordination with Human Resources, the Legal Department and IS.

    Verifies and analyzes the HR time reporting handoff by reviewing SAP reports, executing SAP finance posting simulation process to identify any errors and then communicates issues to HR and the Time Administrators for corrective action.

    Calculates and pays the weekly, monthly, quarterly, and annual payments of federal, state, and local taxes in accordance with applicable laws and regulations. Reviews and verifies that W-4 information for employees is accurate in the payroll system to establish the correct deductions and to ensure reporting and W-2 forms are reconciled at year-end.

    Works with Benefits Administration to oversee the accuracy of employee and employer contributions to benefit plans by entering the appropriate wage types within the SAP HRS system. Manages employee deductions/payments for four employee unions for dues and initiation fees, wage attachments and other deductions.

    Communicates with employees regarding leave balances to ensure accuracy and collaborates with Human Resources for recording of appropriate leave and vacation liabilities and payouts. Responds to employee questions about payroll issues and resolves payroll problems according to policies and guidelines.

    Using Excel advanced functions (Pivot point and Vtable lookup), calculates year-end accrual for sick leave and vacation, which includes pension, Medicare, Social Security and updates hourly rates and pension rates for PA pension and Teamsters for PATCO & DRPA.

    |

    Audits financial information which includes updating postings to payroll files through executing the SAP Finance payroll simulation and third-party posting processes. Utilizes specialized software (EPI-Use) for verification of data before submitting for Manager or Director’s approval.

    Participates in independent payroll audits from pension provider’s external auditors relating to representative and non-representative employees. Provides payroll calculations, year-end sick and vacation schedules, runs and manipulates various SAP reports and creates ad hoc excel reports as required as part of the annual financial audit.

    Reconcile & prepare weekly/monthly and/or quarterly reports for pension plans, which includes managing the required supplementary information of Authority’s contributions to the Teamsters, PA SERS, and NJ PERS pension plans. Frequently, this involves analyzing and reporting retro payroll adjustments. (The process for Teamsters and NJ PERS is manual). Uploads Teamster pension reports monthly into portal.

    Manually performs calculations and creates various payroll and accounting related reports not configured in current SAP system, such as weekly disability and workers compensation reports. Prepares reports on payroll-related information for senior management upon request.

    Collaborates with the payroll team and works with IS and AMS consultants related to SAP system changes, upgrades, and resolution of technical problems. Performs system testing which includes analyzing results and postings to the general ledger.

    Prepares federal, state, and local tax reports along with several employee pension reports for DRPA and PATCO. Accesses various taxing authorities’ portals to upload payments of weekly and monthly taxes and the filing of required **** tax reports **. **Prepare and reconcile quarterly and year-end reports, for federal, state, and local authorities, and make any required adjustments using the necessary SAP info-type codes.

    SUPERVISORY RESPONSIBILITIES

    EDUCATION/TRAINING/EXPERIENCE

    Required:

    • High school diploma or General Education Degree (GED).
    • Bachelor’s degree in business or a related field OR 2 years of specific in-house payroll experience.
    • At least 5 years of payroll and general ledger accounting experience.
    • Proficient in using ERP software.
    • Strong background in using multiple financial, general ledger and report writing systems and other software (e.g., Banner, Oracle Discover, QuickBooks, Great plains, Peachtree etc..).
    • Proficient knowledge in Microsoft Excel, Microsoft Word, and other Microsoft Office applications.

    Desired:

    • Bachelor’s degree in business or a related field.
    • 5 years of specific in-house payroll experience (e.g., processing payroll, paying out employees, filing payroll tax reports, updating pension, union dues and other employee payroll relevant data).
    • Proficient with ECC/HRS/ESS/EPI SAP software and associated tools.

    High School Diploma or equivalent preferred. Basic PLC/CNC knowledge is a plus. The ability to read to read tape measures and efficiently operate all other required measuring devices is also required.
