    Plastics Environmental Specialist The Dow Chemical Company has an exciting opportunity available for an **Environmental Specialist **located in Freeport, TX. The Environmental Delivery Specialist shares with the EH&S Delivery Leader the responsibility to implement, coordinate, and maintain a proactive plant /department specific Environmental management system in order to meet business objectives and maintain the license to operate. To increase individual awareness and accountability for environmental requirements, by providing a Plant Subject Matter Resource to coach plant personnel on environmental responsibilities, goals and the effective application of Environmental Work Processes. This job is to support the Plastics Business at Freeport. Key Responsibilities include: * Implement global EH&S management systems (work processes, standard, procedures) * Ensures that the environmental aspects of Operating Discipline are adequate and applied to achieve environmental performance goals. * Works closely with facilities to implement needed Operating Discipline to ensure on-going sustainable compliance with existing and new permit and regulatory requirements. * Initiates requests for change to the EH&S Delivery Leader to improve the best knowledge and experiences. (work processes, operating discipline, LER, Best practice, existing practices, gaps to standards) * Acts as the focal point for a business/plant for Environmental issues. * Participate in and provide data for Environmental audits, internal and external. * Coordinate and optimize Environmental programs for across the site or within specific facilities and businesses. * Lead or participates in environmental related reviews and projects (facility MOCs). Initiates Environmental Management of Change (EMOC) and completes Environmental Regulatory Assessment Tool (ERAT) evaluation for proposed facility changes. * Conducts and documents investigations of environmental incidents and ensures follow-up actions to prevent recurrences that are addressed. * Performs RMWP roles as needed for site-specific issues * Identify opportunities to streamline Environmental resources and work processes. * Collects, inputs and calculates Environmental reporting information. * Prepares periodic Environmental reports (MACT, Title V) * Links to Environmental Expertise to obtain clear interpretations of site-specific regulatory process, regulations, laws and associated procedures. * Coaches teams and individuals on environmental related tasks and activities. * Assists in developing and achieving area or plant environmental goals. * Ensures Environmental Compliance tasks are completed. * Provides data for TCEQ requirements/responses upon request for development of environmental permits and guidance of the Delivery Leader. * Provides data and other information to air permit writers to prepare Permit by Rules or Permit Amendment applications for emission or operational changes. * Prepare data as requested for Notice of Enforcement and Notice of Violation responses for Delivery Leader. * Accountable to ensure environmental trigger events and actions from EMOC/ERAT reviews are placed into the E&AT. * Initiates and supports MOC for Environmental matters as necessary. * ODMS 6.07 Focal Point for site wide environmental procedures and processes. * Conducts or is at least involved with environmental self-assessments/audit privileges. * Prepares audit notice and disclosure letters and submits to Env Leverage Delivery for review/submittal. Goals/Competencies: The goals for this job are developed as a part of the EH&S Delivery Team and are aligned with the business unit(s) they support. Goals will involve the following key objectives: * Facilitates achievement of 2025 environmental sustainability goals and annual environmental business unit goals (PSCEs, Agency Reportables) * Streamline/improve data collection and reporting discipline for Title V and MACT reasonable inquiry and annual emissions and waste reporting through leveraging and documenting of best practice methods * Analyze common mode failures on Title V Deviations across the facilities support and drive improvement in compliance through leveraging Critical Success Factors of the job are: * Working knowledge of all Environmental Work Processes and tools, working knowledge of plant /department operations and processes. * Completes100% CTT tasks assigned to Environmental Specialist on time. * Thorough understanding and ability to apply all regulatory, permit, and company requirements in areas of responsibility. * Attentive to details needed for compliance while also balancing risk/resources. * Can perform the Auditor role. * Can identify incident reduction issues and implement preventive actions * Can perform the RCI team leader /member roles. * Can describe the corrective action process and coach others on it. * Is able to use the Event & Action tool to input data and pull reports and constantly monitor the application and progress of it. * Can describe and utilize the MOC process. * Can perform the RMWP Expertise Roles as needed. * Is able to negotiate resources in cooperation with global and site resource leaders. * Can describe the Global EH&S organization * Can identify and access EH&S Subject Matter Experts for obtaining interpretations. * Can coach others on the EH&S area for which they are the focal point * Need to understand the IM Tool and specific government reporting requirements. * Excellent communication skills. Able to intervene and escalate as needed. * Must be able to understand the business / site EH&S strategy and related performance data. * Good computer skills to work with all EH&S Work Process and tools. **Leading Courageously: **This individual must lead by example. Does not wait for others, but is a self-starter and is responsive when there are known environmental issues or more effective ways to comply or eliminate unnecessary work activity. Will have a strong influence within the business unit(s) he/she supports to guide and motivate others. Good leadership skills are a must for coaching and leading others to achieve 100% compliance with internal and external requirements. Seen as one that is called upon to lead more challenging environmental unplanned event Root Cause Investigations. **Collaborating for Superior Success: **This individual will be required to communicate effectively and in a timely manner to all levels within the organization. Good listening skills are a must. Must be able to influence and negotiate to a win-win outcome. Openly speaks up when addressing or dealing with difficult issues. Must be able to communicate well with others, as there is a need to explain requirements and communicate potential problems. Maintaining excellent working relationships is a high priority. Must be seen as an environmental expert and looks at compliance from the perspective of the production partners, which may lead to escalating and respectively challenging Dow Operations Regulatory Services on environmental regulatory interpretation. Generating Customer Value: Works with Environmental Specialists and Technologists to ensure they have the knowledge, skills, and tools necessary to achieve success. Understands the process operations enough to be able to ask the most appropriate questions and provide effective technical guidance and mentoring. Leverages personal environmental knowledge to those they mentor. Required Qualifications: * 4 year science related degree is required, engineering degree preferred. * Minimum of co-op / intern experience in a manufacturing or environmental setting. * A minimum requirement for this U.S. based position is the ability to work legally in the United States.
