    Major Duties (Job Description)

    • You will serve as the Command's senior executive and key advisor on the Navy's information warfare acquisition programs.
    • You will be responsible for the personnel, policies, procedures, and eBusiness systems within NAVWAR's contracting offices, which award $7 Billion annually in contracts.
    • You will hold unlimited authority to award contracts, grants, and other agreements in support of NAVWAR's customers, and to delegate these authorities in accordance with established regulations and policies.
    • You will be responsible for ensuring the maximum use of competition in contracting, small business concerns, and the United States' supply chain and providing procurement program oversight of the NAVWAR's warfare centers.
    • You will determine or recommend allocation of work within Directorate resources and ensure that all requirements are covered, taking into account unique capabilities and priorities as well as resource and schedule constraints.
    • You will carry the authority and responsibility of being one of the Nation's senior officials for military procurement.

    Qualification Summary

    QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration. EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.) Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Experience negotiating a variety of complex contracts for major systems or similarly large acquisitions. 2. Knowledge of the fields of accounting, economics, business law, and contract administration as applied to major systems acquisitions. 3. Experience executing major systems, subsystem, and services acquisitions, including acquisition planning and analyzing complex contractor cost proposals of significant dollar value. 4. Experience interpreting acquisition regulations and establishing policies, processes, and procedures for their efficient and effective implementation in a contracting organization.
