Major Duties (Job Description)
- You will provide the leadership for and management of a portfolio of enterprise wide Information Technology (IT) programs designed to enable common business processes and provide standard IT capabilities in support of the Department of the Navy.
- You will work as a supervisor with subordinate personnel in developing performance goals which both enhance/ challenge individual professional standing and which support program and higher-level objectives.
- You will oversee the management acquisition lifecycle phases of assigned IT programs, projects to include definition, development, design, integration, test and evaluation, production, installation, training and deployment.
- You will lead the IT program through oversight and management of business operations including management of major program event scheduling, manpower management, organization change and management of Continuous Process Improvement initiatives.
- You will lead and/ or manage the development of procedures, strategies, and methods to provide maximum integrity, cost effectiveness, and adherence to the acquisition process for this program's systems and products.
- You will coordinate within the Department of the Navy (DON) to ensure that functionality is consistent with overall IT system(s) requirements.
- You will ensure audit and cybersecurity readiness and serve as the primary lead for interfacing with the Government Accountability Office, Naval Audit Service, Congressional staffers, and governance organizations.
- You will keep abreast of new technical software and data capabilities and recommend programs and techniques by which new software technology and data services can be incorporated into existing and future systems.
- You will implement acquisition regulations, policies, and reform initiatives to ensure legal and fiscal execution of the program.
- You will ensure that evolving Enterprise information and business technology and new commercial best practices, theories, and techniques are understood and applied throughout the supporting communities in DON and industry. and industry.
Qualification Summary
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading the development and execution of acquisition strategies to establish goals and objectives for developing, acquiring, fielding, and supporting associated Information Technology (IT) Enterprise Services and ensuring compliance with applicable regulatory and statutory policies (e.g., Department of Defense regulation and policies).
