    Job Overview

    • Serves as an acquisition Program Manager (PM) responsible for developing, establishing, implementing, and controlling contractual, financial, of a project/program through designated phases of the acquisition cycle for the Wargaming and Simulation Branch (AFRL/RDMW) and the Direct Energy Military Utility (DEMU) Program.
    • Provides PM duties for government contracts.
    • Plans the management for assigned projects/programs within cost, schedule, and performance baselines as directed by RDMW leadership.
    • Develops new management approaches to problems and pursues alternate courses of action to promote successful contract completion.
    • Generates specific plans, goals, and objectives consistent with policies and requirements.
    • Provides input into source selection, negotiations, plans, budgets and monitoring of all aspects of applicable contracted acquisition phases.
    • Identifies significant actions or problems and recommends multiple solutions with Courses of Action (COA) to remain within cost, schedule and performance targets.
    • Plans, organizes, directs, and coordinates activities of contract personnel to meet program objectives.
    • Provides advice and assistance to contractors on requisitions and policy matters.
    • Coordinates frequent program changes to promote and ensure contract success.
    • Organize working groups and conduct meetings to address problems, technical developments, or program changes, to resolve contract performance enhancements and shortfalls.
    • Applies PM principles to guide program accomplishment. Establishes mgmt. controls such as milestones, expenditure rates, management indicators and reviews, to reflect program status while providing early detection of emerging problems.
    • Reviews programming documents and/or assesses the impact of ext. actions to determine effect on contract performance.
    • Represents the organizations at executive levels within the government and to contractor/industry reps, and briefs higher levels of management on prog progress, prob, and other, factors of interest or inquiry.
    • Participates in conferences and meetings to provide organization representation, advocacy, deliver presentations on project/program status and critical issue resolution progress, and influence future policies and initiatives within PM trade space.

    • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise, employee must obtain and maintain the appropriate security clearance.
    • Security clearance requirements are based upon the actual position being filled.
    • Security: Ability to obtain and maintain a TS/SCI Security Clearance.
    • Telework may be authorized. Remote work is not authorized.
    • Locations are not negotiable. The current duty location is Kirtland Air Force Base.

    • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
    • The successful candidate must have the ability to attain the level of practitioner in APDP Program Management (PM).
    • Employee may be required to work overtime.

    Desired Qualifications

    • Demonstrated experience working in diverse DoD acquisition focused groups or teams.
    • Demonstrated experience working as a Program Manager (PM) either directly or in support of DoD funded early acquisition efforts with focuses on financial records and program management duties.
    • Experience with USAF Wargaming, Modeling & Simulation is preferred
    • A Bachelor’s degree and Advanced degree (with a business or finance focus) is preferred; At least 5-years’ experience working with DOD PM activities and/or financial systems is preferred; resume must demonstrate experience with early DoD acquisition life-cycle efforts such as SBIR, & STTR efforts and the demonstrated ability analyze contract performance data and develop Courses OF Actions to remedy issues and mitigate contract risk. At least 1-year of specialized experience at the GS-11/equiv. grade level for basic qualification, but additional years is preferred.
    • Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
