    The Air Force Research Laboratory, Information Systems Division (AFRL/RIS), is seeking an innovative and experienced senior-level, scientist and engineer to lead research, development, assessment, and demonstration of next-generation information management, communications systems, systems architecture technologies that enhance tactical and operational abilities to overcome constraints while enabling advanced strategic Command and Control (C2). These efforts aim to achieve the Air Force’s vision of pulsed operations, sense-making, and persistent mission generation in the face of Great Power Competition. This position will be filled at the DR-03 (GS-14 equivalent) level and is located at Rome Research Site in Rome, NY.

    Position duties include but are not limited to:

    • Understand the current limitations and state-of-the-art solutions for tactical information systems, warfighter integrated C2 decision processes, with the knowledge to extend agile combat employment and tactical information systems to address future operational concepts, ensuring the right information is made available for operators in meaningful and usable interfaces.
    • Lead research, design, and experimentation for information management sharing systems in support of Connectivity and Dissemination, Autonomy, Command & Control, and Decision Support to enable long range kill webs, agile combat employment, and tactical edge knowledge-sharing.
    • Publish and present technical research and development results to a broad range of audiences at conferences, exercises, user demonstrations, and technical reviews for internal and external efforts.
    • Lead interactions with mission partners, peers, and management to understand requirements and challenges in the development of complex test activities.
    • Prepare reports and briefings, coordinating with customers, peers, and management to understand requirements and challenges in the development of complex test activities.
    • Lead the overall research strategies of in-house R&D activities with team members, including mentorship of junior personnel in growth of technical skills, in development of diverse solutions.
    • Support Program Managers in the preparation, review, and presentation of programmatic documents and materials including performance plans, overview slides, broad agency announcements, procurement packages, and proposal evaluations and mentoring junior personnel in developing their understanding and skills for work unit and program management.

    Required Qualifications

    • United States Citizenship
    • Ability to obtain and maintain required Top Secret security clearance
    • This is a drug testing designated position. The incumbent is subject to random testing.

    • Candidates must possess a professional science or engineering degree from an ABET accredited academic institution.
    • This is an Acquisition Professional Development Plan Certification coded position requiring Engineering & Technical Management Practitioner certification within two years.
    • One year of specialized experience equivalent to the DR-II, or equivalent in other pay systems. Specialized Experience is experience directly related to the position that was performed at a level equivalent to the grade directly below the position

    Desired Qualifications

    • Demonstrated experience and team leadership in tech focus areas supporting innovations in Connectivity and Dissemination (CAD) and Autonomy, Command and Control (AC2) technologies.
    • Master's or PhD degree in Computer Science, Data Science, Computer Engineering, or Electrical Engineering is highly desirable
    • Computer science and engineering fundamentals (data structures, algorithms, efficient program structures, computer structures, computer networking)
    • 5+ years experience in designing, developing information management and/or communication systems.
    • 4+ years experience in program management or in-house R&D project leadership
    • Experience working and leading diverse teams
    • Experience in digital engineering, user-centered design, and/or systems engineering desired
    • Experience in data science, process optimization, communications, and/or IoT systems preferred
    • Programming skills - Python, Java, mobile SDKs, responsive web applications, and/or C/C++
    • Linear algebra, calculus, other advanced math
    • Experience in written/oral communication activities
