The Cyber Capabilities Branch (AFRL/RYOD), Sensors Directorate seeks to hire a Senior-level Branch Chief and Chief Information Officer (CIO), DR/DO-04 in Dayton, OH. This position is open to candidates currently at the DR/DO-03 (or equivalent grade) level eligible for promotion and/or current DR/DO-04 (or equivalent grade) level candidates for reassignment.
Serves as the Sensors Directorate, Integration and Operations Division, Cyber Capabilities Branch Chief and Chief Information Officer (CIO). Develops and manages the Directorate's Cyber Capabilities and Information Technology (IT) infrastructure. Participates as a member of the senior leadership team in governance processes. Serves as the principal Directorate authority of the organization's IT Portfolio including but not limited to architecture, infrastructure, telecommunications, networks, and workstations implementation, operation, and maintenance. Ensures continuous delivery of technical services through oversight of service level agreements with industry, Air Force, and RY end users, monitoring of systems, programs, and equipment performance. Overall responsibility for automation and process modernization in the IT Portfolio. Oversees recruitment, development, retention, and organization of all IT technical staff in accordance with budgetary objectives and personnel policies.
Position duties also include:
- Leads development and communication of business technology implementation plans to RY executive team and staff, Air Force and Industry partners, customers, and stakeholders.
- Develops cost/benefit analyses, workforce impact analysis, and implementation guidance/timing for technology spending and initiatives.
- Co-leads, with the RY Chief Technology Officer (CTO), program reviews on cost/schedule/performance for programs/efforts delivering RY's architecture, infrastructure, telecommunications, networks, and workstations.
- Leads cybersecurity approvals, in coordination with CTO, to receiving authority to operate from AFRL Approving Official. Identifies internal policies, procedures, and roadblocks; works to implement improvements to enable cost reduction, advance technology in the divisions, and enable better user experience.
- Provides leadership to implement, support, and maintain a common ecosystem to enable transition and research.
- Promotes a culture where Intellectual Property (IP) is developed, documented, protected, and rewarded.
- Reviews technical publications as part of technical publication review process.
- Utilizes Information Technology/Cybersecurity knowledge to assist in IP transfer, transition, or commercialization.
- Supervise, hire, mentor, and develop employees.
- Guide organizational activities to include setting objectives, planning, designing, and directing work priorities.
- Manage diverse and complex IT assets such as systems, networks, architectures, applications, and tools.
- Develop policies for core IT use and related areas such as data management and cybersecurity.
- Provide secure, flexible, and reliable IT and Information Management (IM) solutions to scientists, engineers, senior leaders, and other staff.
- Guide services acquisition efforts for IT Help Desk, system/network support, application development, and cybersecurity functions for 1000-person directorate.
- Serve as directorate Chief Information Officer (CIO) engaging with HQ AFRL and mission organizations on policies, implementation, alignment, and more.
- Use multidisciplinary concepts and advanced IT knowledge to lead the development and implementation of IT strategies, policies, and projects in support of the R&D mission.
- Ensure hardware and software resources are validated, approved, and managed in accordance with AirForce policy.
- Ensure systems meet Air Force and Department of Defense required configurations. Promote appropriate risk management and recommend controls and other mitigations to manage residual risks.
- Work collaboratively across the directorate, Wright Research Site, and AFRL enterprise to provide R&D mission with essential digital capabilities and relevant, competent support.
- Expert knowledge in Enterprise solutions, high return/value (IT/Cyber) investments, change manager who can execute change, understands strategic thinking and enduring interoperable IT/Cyber solutions

- Applicants must have at least one (1) year of specialized experience at the next lower grade, DR/DO-03, or equivalent in other pay systems. Examples of specialized experience include the ability to use multidisciplinary concepts and advanced IT knowledge to interpret, select, and apply a variety of principles and guidelines. Analyze, investigate, and delineate specifics of the problem encountered and devise ways to meet IT requirements and develop IT programs to accomplish objectives.
- Position will be filled using occupational series within the SCIENTIST AND ENGINEERING career field. Applicant must be able to meet the OPM Qualification Standards of the position being filled. Desired Qualifications
- An advanced degree in an IT, IM, cybersecurity, or other related discipline.
- Special Sensitive Position designation (Top Secret-SCI). Current Secret security clearance and be able to obtain and maintain a Top Secret/SCI security clearance.
- Supervisory or Team Lead experience.
- IT project or portfolio management experience including asset inventory, IT acquisition, resource allocation, and customer service.
- IT management experience in a technical organization or laboratory environment
- Familiarity with Department of the Air Force and Air Force Research Laboratory IT systems and networks.
- Familiarity with Department of the Air Force and Air Force Research Laboratory Risk Management Framework and other cybersecurity and system approval methods.
- Strong analytical and problem-solving skills including the ability to manage and direct complex projects.
- The ability to work with a diverse group of partners and stakeholders to solve problems and achieve shared solutions.
