    The Contracting Division of the AFRL Information Technology Directorate (RI) seeks to hire a senior-level, DO-1102-04 Supervisory Contract Specialist in Rome, NY as part of the Key Career Positions (KCP) Program. The Chief of the Contracting Office (COCO) is the lead contracting professional directing the planning and organization of the Contracting Division with Unlimited Warrant authority. RIK consists of over 70 highly skilled contract specialists providing mission support for the Information Directorate, AFRL’s lead for Quantum, Cybersecurity, Artificial Intelligence, Command and Control, and other data technology.

    Position Duties include, but are not limited to, the following:

    • Plans, organizes and oversees the contracting activities of RIK contracting division.
    • Ensures all contracting actions comply with legal and regulatory requirements and meets customer needs.
    • Develops goals and objectives that integrate organization and contracting objectives.
    • Establishes procedures, mission objectives and organizational design to eliminate work problems or barriers to mission accomplishment.
    • Balances workload and provides overall direction and vision to the subordinates on a wide range of contracting and administrative issues.
    • Exercises personnel management responsibilities; directs, coordinates and oversees work through subordinate supervisors.
    • Serves as the principle contracting advisor to Technical Director and as a technical authority to all levels of management, contractors and their activities on respective program(s).
    • Represents the directorate with a variety of organizations in regards to program portfolio.
    • Establishes, develops and maintains effective working relationships with a variety of high ranking managers, both internally and externally.
    • Serves as a Directorate primary interface with the AFRL Center Senior Functional (CSF) in his/her respective areas of expertise, and executes all duties delegated in writing by the CSF.

    Required Qualifications

    • Specialized experience at the next lower grade level. Specialized experience must include one or more of the following: Developing acquisition strategies and directing or managing procurements; providing functional staff advisory services within the contracting occupation.
    • Applicants must be able to obtain and maintain required security clearance.
    • Position may require drug testing.
    • A Bachelor’s degree from an accredited school.
    • CAP agreement.
    • The incumbent of this position will be required to file annual financial disclosures (OGE 450) to ensure there are no conflicts of interest in the performance of these duties.

    Desired Qualifications

    • Master’s Degree from an accredited school is highly desired.
    • Completion of appropriate Professional Military Education (PME) for a senior leadership position.
    • Candidates for this position must list any advanced education degrees and completion dates for Intermediate Developmental Education (IDE) or Senior Developmental Education (SDE) courses.

    Additional Information

    • This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, then they will need to complete a series of required supervisory training courses and complete a one-year supervisory probationary period. A second probationary period may be needed if the selectee has not previously served as a second level supervisor or previously served as a division chief.
    • This position has been designated as a Key Career Position (KCP). KCPs provide the stepping stones for individuals to gain experience that may qualify to move from functional experts to functional leaders. This program is designed to provide opportunity for high-potential, career-developed candidates who have demonstrated a commitment to personal development and adaptability to change. KCP Candidates have access to centrally-funded development opportunities to include leadership training, priority PCS benefits, and regular vectoring at the Development Team Meetings. The assignment has an established tour limitation of 36-60 months. Employees must sign a Mobility Agreement as a condition of employment.
