The Air Force Research Laboratory Sensors Directorate (AFRL/RYZX) is seeking to fill a mid-grade (DR-03) Chief Technology Officer located at WPAFB,OH. The incumbent is responsible for shaping the Directorate’s strategic technology direction and driving innovation across all aspects of the organization. As the Directorate Lead, and in close collaboration with the Chief Information Officer and the Chief Engineer, the CTO will develop differentiated digital and technical solutions and execute a comprehensive technology strategy that aligns with AFRL enterprise goals and delivers value to internal and external stakeholders.
The Chief Technology Officer position is open to the following series: 0801 - General Engineer;1550 - Computer Scientist ; 0854 - Computer Engineer
Position Duties Include:
- Serves as the Chief Technology Officer with the responsibility and authority for the development and implementation of RY’s Digital Transformation strategy, guidance, and policy
- Participates in strategy and decision-making activities with other members of the RY executive, Integrations & Operations, and digital transformation teams to align technology initiatives with overall mission, business & operations goals
- Develops and communicates RY’s long-term Digital Transformation & IT/Digital system needs, acquisitions needed, and roadmap to accomplish RY’s objectives
- Collaborates with the AFRL Chief Information Officer, AFRL Chief Data Officer and other Technical Directorate CITOs/CIOs, Chief Data Officers to achieve cross-directorate synergies
- Ensures IT infrastructure alignment with RY’s digital materiel management requirements for S&T and business process data
- Stay abreast of emerging technologies and industry trends to inform strategic decisions while promoting a culture of digital literacy within the Directorate
- Champions the integration and/or connection of disparate, standalone computer networks/enclaves to make data more readily accessible in accordance with the directorate’s data management planning activities
- Manages and promotes cybersecurity requirements and procedures to protect sensitive data on government and contractor networks
- Directs, coordinates and influences research and development efforts in AFRL, other DOD and Government laboratories, and private and commercial organizations to achieve strategic goals
- Coordinate and facilitate the technology governance, planning, budgeting, and resource allocation processes
- Manage and monitor the technology portfolio, project, and program timelines and resources effectively to deliver projects on schedule
- Establish and maintain a dashboard and reporting framework for the technology function, providing visibility, transparency, and insights to the stakeholders
- Expected deliverables include jointly defined research and engineering portfolio plans, stakeholder engagement strategies, roadmaps, horizon scan products, prioritized investment recommendations based on capability-based assessment (CBA) products, resourcing recommendations, POM submissions over the FYDP, and multi-year program execution plan (myPEP) inputs

• Must be able to obtain/maintain a Top Secret clearance with access to SCI and SAP clearance as condition of employment
• This is a drug testing designated position. The incumbent will be subject to random testing
• Applicants must have at least one (1) year of specialized experience (listed below) at the DR-03/GS-14 or equivalent in other pay systems
• Specialized experience is experience leading and managing diverse teams with multiple stakeholders; proficiency in developing and briefing complex ideas to executive level leadership; and knowledge of and experience in DoD's planning, programming, budgeting and execution process. Experience gained in non-federal positions will also be reviewed for specialized experience
• This position is an Acquisition Professional Development Program (APDP) position requiring Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N). Selectee will have 5 years to complete certification requirements and must have 4 years of experience to become fully certified.

Desired Qualifications
- Proven track record of managing the end-to-end solution development process, executing against defined budgets, building disruptive technology partnerships with external vendors, as well as diverse and deep expertise across solution delivery, security (Zero Trust), software, and digital solutions
- Strong understanding of Digital, AI/ML, Open Architecture, and Cyber technologies, with the ability to leverage these tools to drive organizational value
- Strong analytical and problem-solving skills, i.e. strong ability to identify and resolve issues or inefficiencies
- Proven experience in a senior software development or technology leadership role
- Leadership experience in driving technology innovation and delivering solutions for the US Government at enterprise scale with quantifiable revenue impacts
- Exceptional communication and collaboration skills, both verbal and written, with the ability to convey complex technical concepts to non-technical stakeholders and influence and align stakeholders at all levels of the organization
- Experience in strategic planning, technology roadmap development, and project management
- Ability to thrive in a fast-paced, dynamic environment and lead teams through complex technical challenges
- Demonstrated ability to manage large scale projects with experience leading large scale digital transformation projects
- Ability to use data analytics to gain insights into organizational operations and make informed decisions
- Experience with contract preparation, award, and execution
- Desired Skills, and Certifications: BS in Computer Sciences, Modern Architecture & Software Development, DevSecOps, SCRUM/AGILE, Cloud Computing, Cybersecurity, Leadership, Data Analytics, Tier/Level II Practitioner, APDP certification in Engineering & Technical Management (N)
- Ability to perform duties across a broad range of activities that require substantial depth of analysis and expertise related to the RY’s mission
- Ability to quickly and accurately respond to time-sensitive taskings; having the flexibility to adjust your workload and prioritize based on in-coming demands
- An understanding of USAF and DoD instructions, processes, and regulations, especially those related to acquisition policies and requirements
