    Job Overview

    AFRL/RIOC is looking for a Construction Control Representative to work in the Civil Engineering Branch of the Site Operations Division located in Rome, NY.

    Position duties include, but are not limited to:

    • Review project plans and specifications prior to contract advertisement to determine the practicability of construction.
    • Provides needed information to bidders to clarify technical portions of the drawings and specifications during pre-bid meetings
    • Oversees major milestones of complex construction plans and specifications.
    • Reviews and approves or disapproves shop drawings presented for approval by contractors.
    • Approves changes to plans relating to difficult and complex construction problems which do not alter the basis of design.
    • Creates independent government estimates of construction and compares contractor submissions
    • Provides oversight of complicated structures involving complex construction problems.
    • Observes and investigates all construction phases to ensure compliance with contract schedules, specifications, submittal registers, and shop drawings.
    • Confers with contractors on matters that require a great deal of judgment and initiative, such as controversial problems of work scheduling, interpretation of plans and specifications, work methods, acceptability of workmanship, and changes to the plan.
    • Maintains daily logs of work progress and prepares reports on the status of the overall project.
    • Determines the need for project changes, estimates cost, and develops project modifications.
    • Investigates and analyzes the need for contract change orders considering conditions at the work site, filed measurements, computations, and prices for negotiating changes.
    • Prepares government payment estimates for monthly payment on contract work.
    • Exercises independent authority to negotiate changes with contractors and uses persuasive techniques to ensure the best value for the government.

    Required Qualifications

    • United States Citizenship.
    • Ability to obtain and maintain a secret security clearance.
    • Males must be registered for Selective Service, see www.sss.gov.
    • The work may require employee to drive a motor vehicle and an appropriate, valid driver's license will be required.
    • May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets.

    Desired Qualifications

    • 5 years experience in construction management of commercial structures.
    • Associates degree in technical or physical sciences.
    • The ability to mange multiple projects concurrently.
    • Strong computer skills and adept in learning new computer systems.
    • Strong oral and written communication skills.
    • Able to work independently and as part of a team.
    • Working knowledge of the International Building Code and National Electric Code is desired.
    • The ability to read, understand and interpret contract documents, drawings, specifications, scopes of work, and project schedules.
