The Manpower and Personnel Support Branch (AFRL/RYHS), Sensors Directorate seeks to hire a Mid-level Management Analyst, DO-02 in Dayton, OH. This position is open to candidates currently at the DO-01 (or equivalent grade) level eligible for promotion and/or current DO-02 (or equivalent grade) level candidates for reassignment.
Position Duties include, but are not limited to:
- Performs duties in support of overall division & directorate programs, projects, and initiatives. Researches, interprets, analyzes, and applies OPM, DoD, AF, AFMC, AFRL and local regulatory guidance and policy directives pertaining to the personnel/manpower functional areas.
- Provides management advisory services and determines sources & qualifications for actions. Recommends recruiting sources, staffing support, and guidance for non-DHA/EHA recruitment actions. Determines basic eligibility & qualifications for DHA/EHA recruitment actions. Interprets laws, regulations, rules, and local policies for management and ensures compliance.
- Coordinates actions with Civilian Personnel Offices, Sensors Director, and senior management officials based on multiple civilian pay programs (GS, GG & Lab Demo).
- Makes recommendations regarding the propriety of organizational, supervisory, and employee transactions and processes.
- Analyzes reports and statistical information on the organization, management, and personnel to discern the factual status of transactions, manning postures, etc., and to project trends and troubleshoot problems.
- Provides special support and counsel in areas of expertise to supervisors for the resolution of challenging and complex issues.
- Prepares written findings, analysis, and evaluation of areas under study and proposed solutions, improvements, and/or recommendations.
- Regularly meet with management officials to discuss work status, coordinating effective dates of actions, and to stay informed of functional issues, new workload, long-range personnel end-state needs, challenges encountered, and other matters that would impact civilian employees.
- Responsible for organizational and manpower change requests to modify the structure and positions within the Air Force Research Laboratory Sensors Directorate.
- The duty location for this position is Wright-Patterson AFB, OH.

Required Qualifications
- United States Citizenship
- Ability to obtain and maintain a security clearance.
- Applicants must have at least one (1) year of specialized experience at the next lower grade or equivalent in other pay systems.
Desired Qualifications
- Bachelor’s Degree or certification in Human Resources is highly desired.
- Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
- Manage multiple priorities simultaneously with a bias for action orientated on results.
- Skill to communicate effectively with Sensors Directorate or AFRL Senior Leaders on civilian personnel matters.
- Ability to quickly develop electronic analysis, reports and to report to Sensors Leadership, AFRL, AFMC, AF officials and DoD on the status of Directorate hiring or personnel manning.
- The ability to collaborate effectively with peers while being comfortable working in an ambiguous and rapidly changing, complex work environment.
