    The Information Directorate (RI), RIEBB seeks to hire a senior-level, DO-03 Information Technology Program Manager in Rome, New York. The incumbent will serve as the Alternate COR and PM to the Full Spectrum Intelligence Surveillance and Reconnaissance (F3I-3) contract Vehicle. Searching for an IT Program manager as a Program Manager/COR. You will be the leading the programmatic aspects for a major AFRL Contract Vehicle directly supporting the current COR (Contracting Officer Representative). You will have hands-on experience with all aspects of program management supporting the war-fighter, intelligence community and analysts. You will collaborate directly with the end customers, discussing and collecting requirements and creating technical work plans to support their needs. You will manage the contractor technical teams in the delivery of the customer's end requirements. You will receive customer funding and deliver products and solutions to the end customer.

    Position duties include but are not limited to:

    • Support and work in unison with the current COR on a $917M contract vehicle. You will act as the Alternate COR and Program Manager.
    • Prepares, reviews, or directs briefings/documents and executes contracting strategy to support the branch's engineering services and subject matter expertise requirements (gets the contract awarded).
    • Manages and determines if new work or funding is within the scope of the contract and generates/authorizes the paper needed to define and award the new work.
    • Actively coordinates and advises new and existing users of the contract on how the contract works, what the scope is, deliverables, surveillance, costs, responsibilities, monthly status/execution, etc.
    • Uses knowledge of fields to respond, manage and oversee technical execution; changes to technical work, manages risk (cost, schedule, performance), subcontracts management, GFE, adjustments to schedule, security (personnel/SCI nominations, visit requests, DD254, CAC, network accounts/access (NIPR/SIPR/JWICS), security incidents, time urgent facilitation, co-use agreements), facilities, deliverables, travel management/approval, ODC purchases, team management (SPO, user, developers, lead command).
    • Manages and oversees and conducts contract surveillance to ensure contractor performance per the quality assurance plan (contract PMRs, daily/weekly calls and meetings, project mini-PMR, review all CDRLs).
    • Guides and de-conflicts project work, reallocate resources, update contractor guidance, ensure project efforts are leveraged as much as possible and work to achieve the overall contract vehicle program objectives.
    • Ensures controlled distribution of contract information to internal and external functionals (contracting, finance, security, engineering, program management, senior leadership).
    • Solves problems across DoD and Industry to drive innovation in meeting the agile software development needs of the tactical users.
    • Provides technology management for current and future system architecture, design, development, test, and execution; engineering support of mission sites leveraging enterprise system.
    • Understands and applies Agile methodologies.
    • Collaborates and coordinates with a team of government, Military and Contractors across the Life Cycle on all aspects of the program including development, enhancement, testing, deployment, and operational support.
    • This is an Acquisition Professional Development Program (APDP) position that requires Practitioner Level certification in Engineering & Technology Management (ETM). The selectee will have two years to meet ADPD requirements.

    • This is a drug testing designated position. The incumbent will be subject to random testing.
    • Applicants must be able to meet the OPM Qualification Standards of the position being filled, under the Information Technology Management Series (2210).
    • Applicants must have at least one (1) year of specialized experience at the next lower grade, DO-02, or equivalent in other pay systems.
    • This is an APDP position requiring Level /Tier 2 (Practitioner) Non-Critical certification in Technical Management (N). This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. *Applicants must list all completed APDP certification and status of acquisition corps membership on their resume.

    Desired Qualifications

    • It is preferred that you have contract award process experience. Will have to work towards follow-on contract development of PWS/CDRLS and other needed documentation.
    • A bachelor’s degree in an Information Technology or Science discipline. Preferably the curriculum would be in a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional curriculum.
