    Job Overview

    This job announcement will be accepting candidate submissions from 13 November to 26 November 2024.

    The Air Force Research Laboratory (AFRL), 711th Human Performance Wing (711 HPW), Management Operations (OM), Manpower/Personnel (OMM), Personnel Management Branch (OMMH), seeks to fill a mid-level, DO-02 Management Analyst position at Wright-Patterson AFB, Ohio.

    Position duties include, but are not limited to:

    • Utilizing OPM, DoD, AF, AFMC and/or AFRL guidance and instructions, advises and provides counsel to managers and/or employees on difficult and complex personnel issues.
    • Provides guidance and input to managers on proper position management and classification of new/revised lab demo positions.
    • Determines basic eligibility and qualifications for DHA/EHA recruitments actions and recommends recruiting sources, staffing support/guidance.
    • Advises managers on pay through analysis of past fill actions, bureau of labor statistics data, and organizational-wide data in comparison to AFRL wide data for Lab Demo positions.
    • Reviews and validates the structure and/or functions of organizations, to include reorganizations and manpower shifts, and advises or proposes personnel solutions to management to maximize mission accomplishment and utilization of resources for both bargaining and non-bargaining unit positions.
    • Collects and analyzes pertinent organizational workload data and information to quantify and justify resource requirements; develops statistical and narrative data to justify any changes and/or recommendations.
    • Routinely retrieves information from HR databases to monitor manning level and shifting of authorizations.
    • Advises management on personnel matters that involve sensitive issues as a result of adverse actions on personnel and/or removal/involuntary separation of personnel.
    • Prepares and presents briefings to managers on personnel issues and management advisory studies and provides recommendations.

    Required Qualifications

    • United States Citizenship
    • Must be able to obtain and maintain a SECRET security clearance
    • Applicants must have at least one (1) year of specialized experience at the next lower grade, GS-11 or equivalent in other pay systems. Specialized experience must include experience providing human resources management program guidance in areas such as effective recruitment and conducting human resource management studies on organizational analysis.

    Desired Qualifications

    • College level business administration courses (i.e. Business communication, Human Resource courses, Info systems, etc.)
    • Work experience in human resource or business administration positions
    • Past or current professional Human Resource Memberships

    • Good writing and verbal communication skills
    • Able to research, study and interpret guidance
    • Experience in Microsoft Office
