The Transformational Decision Support Branch (AFRL/RSTA) branch seeks to hire a mid or senior level, DR-02/03 Operations Research Analyst or Engineer at Wright-Patterson AFB, OH. The incumbent will provide analysis for enterprise-level, multidisciplinary S&T efforts to inform and facilitate planning and execution of leap ahead warfighting capabilities.
The Transformational Capabilities Office (AFRL/RST) traces its origins back to the Science & Technology 2030 Strategy. Its mission is to drive future force design, managing first-in-class systems innovations from both internally and externally sourced investments, and overseeing Vanguards and Vanguard Prospect execution.
As part of the Transformational Capabilities Office's (TCO) mission, the TCO analytics team is leveraging all aspects of data analytics, data science, and operations research to drive the Transformational S&T portfolio with decision-quality analytics. The need for Ops Research Analysts/Engineers with the appropriate skills is rapidly growing and RST is looking to add senior analyst/engineer positions to the existing team.
Position duties include, but are not limited to:
• Work with warfighters and technologists to develop models, scenarios and analyses, including defining requirements, schedules & budgets
• Conceive, scope, shape, and conduct original studies, beginning with pre-simulation analysis and the evaluation of desired end products
• Develop and optimize analysis plans
• Conduct simulation and analysis events
• Collect/analyze data, extracts results, and generate/present analysis reports
• Advise leadership and other organizations, on research and analysis matters
• Lead team of government and contractor personnel in the accomplishment of analysis studies and reports
• Review contractors' deliverables

• Must be able to obtain and maintain a Top Secret security clearance with SCI access

• Applicants must have at least one (1) year of specialized experience related to the position duties.For DR-02 consideration, applicants must have a minimum of DR-01 (GS-11 equivalent) specialized experience. For DR-03 consideration, applicants must have a minimum of DR-02 (GS-13 equivalent) specialized experience.

Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled and the Individual Occupational Requirement (IOR). • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Engineering & Technical Management (N), Level 2 Practitioner acquisition certification. The selectee must meet, or be capable of achieving acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume.
Desired Qualifications
• Bachelor’s degree in operations research, computer science, software engineering, systems engineering, or other engineering disciplines, or a related technical discipline
• Master's Degree is desired
• Experience with systems analysis, modeling, simulation and analysis
• Strong analytical, problem solving, and planning skills with practical experience on projects utilizing modeling, simulation or analysis techniques or tools to evaluate system or system of systems technologies or capability concepts
• Strong written and verbal communication skills with experience presenting complex technical information in a clear and concise manner to a variety of audiences
• Effectively working with teams and influencing key stakeholders
• Ability to work independently
• Knowledge of analytical methods & techniques such as Design of Experiments (DoE), model-based/model-driven engineering methods, tools, and techniques or data science tools & techniques
• Practical experience or exposure to mission or campaign level analysis software products such as AFSIM, Simio, Command PE, BEAM, Thunder, or STORM
• Knowledge of or exposure to: operational perspective, wargaming, or cost estimation
