    Job Overview

    The Sensors Directorate Front Office Group (AFRL/RY-1), seeks to hire a mid-level Organizational Health and Development Officer in Dayton, OH. This position is only open to Air/Space Force Civilian Employees. This job announcement will be accepting candidate submissions from 06 to 20 Dec 2024. The salary range for this position, including the Dayton, OH locality, is $89,019 - $173,623.

    For the DO-2 position, this position is open to candidates currently at the DO-01 (or equivalent grade) level eligible for promotion and/or current DO-02 (or equivalent grade) level candidates for reassignment.

    For the DO-3 position, this position is open to candidates currently at the DO-02 (or equivalent grade) level eligible for promotion and/or current DO-03 (or equivalent grade) level candidates for reassignment.

    Position Duties include, but are not limited to:

    • Serves as the AFRL/RY Organizational Health and Development (OHD) Officer.
    • Formulates strategy, learning, direction, goal, and policies to support the RY Mission and workforce.
    • Principle advisor and consultant to commanders and senior mission leaders.
    • Employs organizational research methods, both qualitative and quantitative, as well as, in application of the Organizational Development Framework to include diagnostics, data collection, feedback, intervention design, large scale collaborative change methodologies, evaluation and institutionalization of organizational change.
    • Utilizing the foundational values of the Organizational Development (OD) field (inquiry-based, collaborative, developmental focused, systems oriented, research and evidence-informed methodologies), performs analysis and develops/implements recommendations at the individual, small group, Directorate, and AFRL level to optimize organizational and business practices in support of the Sensors Directorate mission and its workforce.
    • Collaborates with other AFRL and DAF OHD professionals, personnel specialists, and the greater AFRL workforce to accomplish objectives.
    • Prepares/oversees preparation of instructions, manuals, & other materials designed to improve effectiveness of operations & programs.
    • Conducts needs assessments/analysis and recommends directorate-wide changes in the following areas:
      1. Organizational changes are required to support a changing workforce: age demographics, increasing retirements, skills gaps/overages, and digital readiness;
      2. Workforce recruiting, retention, and development initiatives that also support OAF diversity and inclusion goals;
      3. Improvements to on-boarding and cross-organizational interaction and awareness;
      4. Hybrid-location workforce management and future facility design and;
      5. Support leadership and workforce development, change management, and organizational outcome management.

    Required Qualifications

    • United States Citizenship
    • Applicants must have at least one (1) year of specialized experience at the next lower grade DO-1, or equivalent in other pay systems. Specialized experience includes
      • Experience advising senior leaders on Organizational Development principles and strategies to support a changing workforce.
      • Providing education and coaching for the retention, recruitment and cohesion of the workforce.
      • Conducting needs assessment and analysis to implement organizational change and improvement.
    • Applicants must be able to meet the OPM Qualification Standards of the position being filled.

    • Must be able to obtain/maintain a Top Secret with access to SCI and SAP security clearance, as condition of employment.
    • This is a drug testing designated position. The incumbent will be subject to random testing
    • The position is eligible for situational telework and will require mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule. The employee must live within the commuting area of Wright-Patterson AFB.
    • Excellent verbal, oral, and written communication skills for technical and senior leader audiences.
    • Ability to perform TDY travel approximately 5% time

    • Communicates technical, business, and programmatic information across multiple disciplines and organizational levels to drive decisions by senior leaders.
    • Proven ability to identify gaps in current and future workforce and contribute to hiring plans to meet needs and/or fill gaps.
    • Experience in developing workforce development plans for a diverse set of employees.
    • The ability to translate corporate strategic guidance into appropriate supporting programs to improve the organizational health and effectiveness.
