    Job Overview

    • This job announcement will be accepting candidate submissions until 11 September24

    Position Duties include; but are not limited to:

    • Assists the Optical Radiation Branch with bioeffects research for directed energy risk assessments.
    • Responsible for planning, conducting, and promoting research activities to investigate laser bioeffects in ultrashort and other advanced laser-tissue interaction regimes.
    • Contributes to a multidisciplinary government and contractor team and collaborates effectively with scientists, engineers, and laser technicians. Develops technical information, reports and briefings on progress, evaluation, analysis, and recommendations of applications of laser systems, measurements, and laser theory.
    • Expands the technical database and analytical technologies for assessing the operational and occupational risks from a wide range of laser systems, including ultrashort pulsed systems and megawatt-class high energy lasers, and their countermeasures.
    • Develops scientific models and software addressing laboratory methods and predicting biological and collateral hazards effects due to directed energy exposures. Serves as a key communication link/technical liaison with other DoD activities at various levels regarding laser bioeffects.
    • Translates mission deficiencies/requirements into science and technology investment strategies and programs.
    • Prepares research results in format for presentation either in written form in scientific journals or technical reports, and/or orally at national and international scientific meetings. Responsible for planning, programming, budgeting, and execution of high energy laser bioeffect research.
    • Promotes a culture where intellectual property (IP) is developed, documented, protected and encouraged. Inherent in the technical publication review process is a thorough screening for potential IP. Scientific/engineering knowledge will be utilized to effectively assist in IP transfer, transition or commercialization.

    • This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.
    • Security Clearance: This position is Secret Non-Critical position.
    • This is an Acquisition Professional Development Program (APDP) position. The selectee will have 24 months to meet APDP requirements or a waiver must be obtained Education General Schedule Qualification Standards (opm.gov)

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems.

    Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the next lower grade is required to meet the time-in-grade requirements. TIG applies if you are in a current federal position or held a federal position within the previous 52 weeks.

    Desired Qualifications

    Knowledge, Skills, and Acquisitions (KSAs):

    • Ultrashort laser systems/optical design/data analysis experience
    • Biological systems experience (in vivo, human use)
    • Experimental design & protocol development experience.
    • 4th generation computer coding/laboratory systems design experience: MATLAB, Python, Mathematica, COMSOL, AutoCAD, Adobe Illustrator
    • Advanced statistical and/or data analysis experience.
    • Technical writing skills
    • Public speaking skills
    • Demonstrated ability to multitask
    • Ability to work cohesively in a multidisciplinary team
