    Job Overview

    The incumbent will provide technical guidance on overall strategy to the RIB Division Chief, Directorate Technical Advisory Council (DTAC), and RIB division staff.

    Position duties include, but are not limited to:

    • Serves as the Division representative on the Directorate Technical Advisory Council. Attend monthly meetings, participate in Investment Strategy Technical Soundness Reviews (TSRs) and Investment Strategy Program Management Reviews (PMRs), review every Statement of Consistency (SOC), and participate on the Technical Committee in ranking the RI Annual Awards.
    • Acts as the Division representative on the Directorate Engineering Council (DEC), and attends monthly meetings.
    • Provide SBIR/STTR technical oversight, topic alignment, and POC identification for small business inquiries.
    • Collect and maintain capability requirements and strategic document repositories on low and high sides (largely to support Investment Strategy and inform technical programs).
    • AFRL/RI representative for the following Mission Areas (MA): Command & Control, Rapid Global Mobility, Force Development, Education & Training, Air Superiority/Global Precision Attack, Personnel Recovery/Special Operations, and Cyber. Participates in Capability Working Group activities/meetings, and coordinate with RI SMEs for areas of interest.
    • Provides technical expertise and support to both the Alliances, Transitions and Customer Relations Branch and the Investment Strategy, Resource and Policy Branch within RIB.
    • Contribute to the RI Strategic Plan (Programs, Roadmaps) and support an Investment Strategy plan that meets customer needs.
    • Reviews material for public release (Security & Policy reviews).
    • Appointed as the Initial Denial Authority (IDA) of AFRL/RI’s technical FOIA requests IAW DoDM 5400.07_AFMAN 33-302. As the technical IDA you will review and coordinate on FOIA response packages, after receiving a thorough recommendation from the FOIA manager and Legal office, signing the final release letter that is sent to the requester.
    • Travel is a requirement of the position.

    Required Qualifications

    • United States Citizenship.
    • Males must be registered for Selective Service, see www.sss.gov
    • Ability to obtain and maintain TS/SCI security clearance.
    • This is a drug testing designated position. The incumbent will be subject to random testing.
    • Must possess a professional science or engineering (S&E) degree from an accredited academic institution.
    • Applicants must have at least one (1) year of specialized experience at the next lower grade, DR-03, or equivalent in other pay systems.
    • This is an Acquisition Professional Development Program (APDP) position requiring Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (ETM). The employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

    Desired Qualifications

    • The ability to develop a strong working relationship with the Mission Area Leads.
    • Familiar with RI finance, budgeting, and contracting procedures.
    • Experience working with or within the Department of Defense research community.
    • A Master's Degree is desired
    • An understanding of USAF and DoD instructions, processes and regulations.
    • The ability to excel by working independently and as a member of a team.
    • The ability to cultivate and sustain a professional environment of cooperation, cohesion and teamwork.
