    The Wright Site Contracting Office (AFRL/PZL) seeks to hire a DO-02 Supervisory Contract Specialist who will supervise a team of contract specialists & contracting officers and provide contracting expertise for the Functional Materials Contracting section (RXKMA). The incumbent will be responsible for supervising and mentoring personnel by guiding and ensuring their overall professional development. Responsibilities also include developing procurement plans for the various systems/subsystems; determining proper authorities under the law; soliciting and coordinating the evaluation of proposals; selecting sources; pricing; negotiating and writing contracts and agreements.

    Position Duties include, but are not limited to:

    • Ensures contract management work complies with legal and regulatory requirements and meet mission partner needs
    • Plans, organizes, directs, coordinates and controls office resources and develops goals and objectives for the section
    • Establishes policies and procedures for efficient and successful accomplishment of the guidance and control of subordinate contracting activities
    • Provides supervisory personnel management responsibilities
    • Serves as a senior Contract Specialist, acting as an official representative of the AF

    Required Qualifications

    • United States Citizenship
    • A Bachelor’s degree in a relevant field from an accredited school
    • Minimum of one year of specialized experience at the next lower grade (DO-01 or equivalent level) in the Federal system. Specialized experience must include one or more of the following areas: Soliciting, evaluating, negotiating, and awarding contracts; Analyzing and evaluating cost/price proposals and accounting systems; Planning, establishing, or reviewing contracts, programs, policies, or procedures; Developing acquisition strategies and directing or managing procurements. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this supervisory position.
    • This is an Acquisition Professional Development Program (APDP) position requiring a Level 1 Foundational (Non-Critical) certification in Contracting. The selectee will have 24 months to meet APDP requirements or a waiver must be obtained. Applicants for these positions must list any acquisition certifications and status as an acquisition corps member in their resume.
    • The incumbent will be required to obtain and maintain the appropriate security clearance for the position.
    • Position may be subject to random drug testing.
    • In accordance with the Ethics in Government Act, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

    Desired Qualifications

    • An Unlimited Contracting Officer Warrant is highly desired
    • A Master’s degree from an accredited school is also highly desired

    Additional Information

    This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, they will need to complete a series of required supervisory training courses and complete a one-year supervisory probationary period.
