    The AFRL Enterprise Contracting Branch Chief supervises the team of 35-40 contract specialists and contracting officers supporting the acquisition of Information Technology, Services, Supplies, and Construction for seven Technical Directorates and the AFRL HQ in support of the AFRL Mission at Wright-Patterson AFB. The team is responsible for planning, acquiring, and executing all Non-R&D requirements ranging from micro-purchases to full Source Selections. The Branch adopts new and cutting-edge acquisition methods to deliver requirements on time, on cost.

    The Branch Chief is responsible for supervising and mentoring personnel by guiding and ensuring their overall professional development. Responsibilities also include providing quality contracting services for mission partners, translating requirements, ideas and dollars into smart business arrangements, interpreting contract law in order to establish the best, most efficient contracting strategies in support of the Air Force Research Laboratory vision, mission, goals, and objectives.

    Position Duties include, but are not limited to:

    • Exercises managerial authority to set long-range plans, goals, and objectives that integrate higher headquarters policies with local installation needs.
    • Provides expert technical and business advice.
    • Responsible for conducting contracting management reviews to assess effectiveness and compliance with applicable rules, regulations, and practices; approving organizational and management changes to enhance overall contracting organization effectiveness in near and long-term and leading in the actual design of the acquisition approach to be used through broad exercise of the knowledge and innovative judgment.
    • Exercises supervisory personnel management responsibilities and directs, coordinates and oversees work through subordinate supervisors.
    • Serves as a senior Contract Negotiator, acting as an official representative of the AF.

    Required Qualifications

    • US Citizenship
    • Males must be registered with the Selective Service
    • Minimum of one year of specialized experience at a DO-02, NH-03, or GS-13 equivalent level position is required. Specialized experience must include one or more of the following areas: Developing acquisition strategies and directing or managing procurements exercising supervisory authorities and responsibilities that involves performing expert work assignments which includes administrative and personnel management functions; Planning, establishing, or reviewing contracts, programs, policies, or procedures; reviewing work of team members at various stages of completion that are compliant with regulations, policies and procedures; providing expert arrangement of trainings that are necessary for accomplishments of employees that involves directing and advising team assignments.
    • This position is Noncritical Sensitive. Applicants must possess or be eligible for a Secret clearance.
    • A Bachelor’s degree from an accredited school is required.

    Desired Qualifications

    • An Unlimited warrant is highly desired
    • A Master’s Degree from an accredited school is highly desired
    • Completion of appropriate Professional Military Education (PME)

    Additional Information

    • This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, then they will need to complete a series of required supervisory training courses and complete a one-year supervisory probationary period.
    • The incumbent of the position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
