    Job Description

    The Compliance Manager is responsible for ensuring regulatory compliance with all regulatory agreements, affordable housing agency guidelines, investor requirements, and internal policies and procedures. The Compliance Manager will oversee property management’s lease-ups with the support of the Director of Compliance to ensure new projects are 100% leased up in accordance with timeline provided. The Compliance Manager is responsible for providing regular quarterly compliance training as directed to ensure property management staff are fully supported, trained, and adhering to Abode’s compliance procedures. This position will work in conjunction with the Director of Compliance and the Regional Management team and will provide tactical leadership to onsite team members in addition to providing support and guidance to Compliance Specialists. The Compliance Manager will also demonstrate their daily operational effectiveness in the areas of waitlist management, file approvals, recertifications, and audits.

    Responsibilities and duties include, but are not limited to the following:

    COMPLIANCE •    Ensures Abode’s portfolio is operating in compliance with all regulatory agreements, affordable housing guidelines, and company procedures. •    Monitors lease-ups, reviews move-in files to confirm compliance with program requirements and meets lease-up schedule. •    Mentors Compliance Specialists by providing guidance in lease-ups, funding programs, and affordable policies. •    Coaches and mentors site staff on process and procedures related to Boston Post/MRI, funding guidelines, company policies, and affordable housing compliance. •    Works in conjunction with the Director of Compliance to recommend, develop, and implement polices/procedures related to Tax Credit, HUD, LAHD, HCD, CDLAC, and all other applicable governing programs. •    Reviews and prepares monthly, quarterly, and annual reports to various state, local agencies, financial partners, and other institutions. •    Assists Director of Compliance to develop operating budgets. •    Conducts onsite audits of all properties adhering to policies, regulatory agreements, waitlist, move-in files, annual recertifications, resident files, and filing systems.

    Compliance •    Ensures Abode’s portfolio is operating in compliance with all regulatory agreements, affordable housing guidelines, and company procedures. •    Monitors lease-ups, reviews move-in files to confirm compliance with program requirements and meets lease-up schedule. •    Mentors Compliance Specialists by providing guidance in lease-ups, funding programs, and affordable policies. •    Coaches and mentors site staff on process and procedures related to Boston Post/MRI, funding guidelines, company policies, and affordable housing compliance. •    Works in conjunction with the Director of Compliance to recommend, develop, and implement polices/procedures related to Tax Credit, HUD, LAHD, HCD, CDLAC, and all other applicable governing programs. •    Reviews and prepares monthly, quarterly, and annual reports to various state, local agencies, financial partners, and other institutions. •    Assists Director of Compliance to develop operating budgets. •    Conducts onsite audits of all properties adhering to policies, regulatory agreements, waitlist, move-in files, annual recertifications, resident files, and filing systems. •    Implements training programs for new hires and existing employees to follow compliance requirements. •    Monitors waitlist for each property in assigned portfolio to minimize vacancies. Periodic Assessment to be sent 60 to 90 days after recertifications. Vacancies need to be filled in 10 days or less. •    Oversees approvals for hopper and move in files. All files to be reviewed in 24 to 48 hours from submission. Approval must be in compliance with regulatory restrictions applicable to each property. •    Oversees annual recertifications. Ensures they are entered into Boston Post/MRI, completed 30-days before effective date, and conducts 10% file audit with thin 120 days from completion for continuing program compliance •    Upholds quality control and ensure all data is accurately entered into Boston Post/MRI. Onsite file needs to match operating system. •    Proactively identifies properties needing additional compliance support. Works with Regional Managers to develop and implement plan to improve compliance. •    Completes and distributes max allowable rent schedules to assigned portfolio timely. •    Upholds rent growth in the portfolio. Oversees rent increases and gross rent changes. •    Oversees the implementation of updated income limits, rent limits, and utility allowances on an annual basis. To include updating Boston Post/MRI. •    Ensures required reports are received timely from on-site staff as requested by TCAC for scheduled audits and inspections, PSRs, rent rolls, audit/inspection notices. Reports and files must be reviewed for accuracy prior to sending to any agency requesting the information.  •    Works with Regional Managers in preparation for CTCAC, MOR’s, and other funding audits. Achieving scores meeting Abode Performance Standards. •    Responds to appeals and reasonable accommodation requests timely. •    Follows up as needed on all aspects of Compliance related to lease-ups, training, and assigned portfolio. •    Stays current with federal, state, and local updates about various program requirements. •    Ensures properties remain in compliance with TRACS and EIV requirements. •    Responds to compliance-related questions from Regional Managers, site staff, and corporate personnel. •    Completes and submits any required documentation for lease-up to include affirmative fair housing marketing plan, tenant selection plans, and property management plans to city and state agencies.  Other Responsibilities •    Supports Compliance department in the absence of Director of Compliance. •    Serves on special task force or committees for the purpose of reviewing housing and related programs and recommending procedural and/or operational changes. •    Collaborates with various departments on special projects, trainings, and/or implementations.  •    Works towards achieving strategic goals and objectives established by Abode Communities. •    Participates in company-provided training such as fair housing, safety, non-discrimination, and harassment prevention. Comes prepared to meetings. •    Provides written responses in a professional, timely manner.  

  • Qualifications

    Qualifications

    •    High school diploma required, Bachelor’s Degree in Business or related field highly preferred.  •    2+ years of relevant experience in multifamily residential property management. Specific knowledge of affordable regulations, Urban Futures, AcHP, and LAHD highly desired.  •    Minimum of 1 certification required for LIHTC and 1 HUD designation out of the following list: National Affordable Housing Professional Certification TCS, or HCCP, COS (Certified Occupancy Specialist), or CPO (Certified Professional of Occupancy). •    Property Management Certification a plus. •    Previous experience must include responsibilities for waitlist management, approving move-ins, annual recertifications, and lease-ups. •    Commitment to excellent customer service; ability to demonstrate empathy and compassion in decision-making and communications.  •    Capacity to respect, understand and positively engage persons of other cultures and backgrounds. •    Understanding of the complex social and housing needs and issues of lower-income individuals, families, and seniors. •    Commitment to improving the overall quality of life for residents and building healthy communities through the provision of high-quality affordable housing. •    Knowledge of affordable housing programs. To include Tax Credit, HUD, LAHD, HCD, CDLAC. •    Strong working knowledge of Section 42 of Internal Revenue Code, CTCAC Compliance Manual, HUD Handbook (Section 4350.03) and other applicable guidebooks. •    Knowledge of TRACS and EIV systems. •    Knowledge of extended use period and re-syndication requirements. •    Strong communication ability, both verbally and in writing. Ability to write reports, business correspondence, and procedures. Ability to effectively present information and respond to questions from supervisors, employees, vendors, and clients. •    Excellent problem solving, multi-tasking, and organizational skills. •    Ability to take initiative and have proactive approach to management. •    Ability to complete multiple tasks under fixed time constraints and deadlines. •    Knowledge of organizational and affordable policies and procedures. Ability to apply policies and procedures to solve everyday issues. •    Knowledgeable of laws pertaining to compliance and property management, (Fair Housing, State, Local, etc.) •    Knowledge of industry software, Boston Post/MRI preferred. •    Ability to work with people of diverse social, economic, ethnic backgrounds, and remain sensitive to issues facing veterans, homelessness, disabled, elderly, family, and other diverse populations. •    Ability to read and understand contracts, regulatory agreements, and loan documents. •    Team player but can work independently. •    Ability to travel within the assigned service area.
