A somewhat cautious person, your role as Coast's Compliance Specialist makes you responsible for assisting the Community Manager in maintaining the physical asset and maximizing the financial returns in accordance with the company's objectives. You can solve things creatively to promote our professional standards of quality. Your careful and responsive manner makes you perfect to assist the Community Manager and supervisors with special projects and administrative tasks. It'll also be your role to be precise in ensuring staff compliance with company policies and procedures.

What you'll be doing as a Contract Specialist:
- Responsible for ensuring that properties managed by Coast are in compliance with various State and Federal funding programs. Programs include but are not limited to LIHTC, Section 8, HUD, Rural Development, HOME.
- Stay current on changes/modifications to various funding programs utilized for Affordable Housing.
- Ensure that resident/applicant files are in compliance under the security guidelines that are governed by HUD/IRS/STATE and Coast policy.
- Prepare required reports and ensure accurate and timely completion of all reports requested from oversight agencies, investors or partners.
- Prepare for and participate in the Management and Occupancy Reviews conducted by various oversight.
- Requires 2 years experience with financial eligibility determination, or other funding programs or 2 years experience working on site at a Tax Credit or HUD or Rural Development or Project Based Section 8 property.
- Solid knowledge of LIHTC (Low-income Housing Tax Credit), HUD, Rural Development, Section 8, HOME, CDBG and their compliance requirements and Project Based Section 8 certifications.
- Demonstrated knowledge of Fair Housing regulations and rules.
- Strong working knowledge of computers and office software: Word, Excel, and Outlook
- Effective written and verbal communication skills with the ability to communicate with various levels of Coast teammates as well as outside asset managers, governmental oversight staff, and investment partners.
- Detail-oriented approach to compliance. Self-motivated with ability to work independently Maintain the integrity of compliance, rules, and regulations, while working collaboratively with co-workers.
- Multi-family Housing experience is strongly preferred.
- Process tenants move outs.
- Complete funder/lender due diligence submissions.
- HUD Secure Systems Coordinator for all HUD properties:
- Maintain properties in APPS.
- Certify submissions on behalf of Coast and Shawn Hoban in APPS
- Maintain user and property permissions.
- Assist auditors with FASSUB.
- Pull REAC reports in PASS for Regional Managers
- Monitor communications with HUD and distribution notices to Regional Managers concerning complaints, HAP Renewals and inspections.
- Complete new and update AFHMPs and maintain Community Contact List for Affordable Properties.
- Maintain Grievance Procedures, Tenant Selection Plans and other property forms.
- MOR inspection support.
- SAMs registration
- RRIO renewals
- HUD 2530 and 9832 forms
- Regulatory agreement assistance tracking and e-filing
- HTF funding – paperwork and tracking
- Knowledge of HAP contracts
- Utility Allowance Analysis and Recommendation
Are you qualified? (We hope so!)
- High School education or equivalent
- Able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
- Experience with HUD, RD, Bond, and Tax Credit (with ongoing educational and training in required fields)
- Prior Resident Manager experience preferred
- You have previous clerical/administrative experience and experience with office computers and software
- Type 35+ words per minute
- Comfortable with a 10-key and can reconcile account ledgers
- Able to speak to residents and maintain good working relations with other team members and any contract laborers working on the property
