    Realty Specialist Department of the Army 56,274 reviews - Fort Worth, TX $50,598 - $85,125 a year - Full-time, Part-time Duties Summary About the Position: This is a Realty Specialist, GS-1170-09/11 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Real Estate Division. This position could be fill in Fort Worth, TX or McAllen, TX. This is an open-continuous announcement and will be used to fill vacant positions at the GS-09 and 11 level in 2 different location. Referral lists may be requested to fill vacant positions for any location throughout the life of the announcement. Position may be filled as a term appointment NTE 13 months if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years, and may be made permanent without further competition. Responsibilities * Evaluates authorizing Acts of Congress, approved design memorandum, and applicable Public Law for issues that impact project implementation. * Recommend additional requirements, such as acquisition or relocation of roads, utilities or other facilities within project area. * Keeps supervisor and Customer well informed of any revisions in plans and Right-of-Way drawings. * Represents SWF Real Estate Division in meetings with Project Delivery Teams (PDTs) Customer representatives, and stakeholders to discuss and explain right-of-way requirements, acquisition policies and relocation assistance requirements. * Determines whether sufficient interest in real estate has been acquired to construct, operate, and/or maintain project requirements. * Coordinates with PM to obtain technical description and cost estimate of required real estate services, drafts correspondence to Customer and forwards draft of request from Customer to Project Manager.

    • Reviews Project Requirements and construction drawings to assure all real estate interests are available and provisions have been made for placement of structures, utilities, and other required Tactical Infrastructure. * Extends and modifies existing realty methods and practices for application to complex properties, transactions, and/or problems. * Plans transactions and projects which involve in-depth analysis and evaluation of unique and conflicting combinations of issues to determine the applicability of established realty practices and methods. Travel Required 50% or less - You may be expected to travel up to 50% for this position. To Qualify at the GS-09 Level: Specialized Experience: One year of specialized experience which includes 1) Implement real estate principles, concepts, and practices.

Plans and completes real estate transactions. 3) Use regulations and real estate law to acquire real estate interests (purchase, lease, right-of-way, easement, or other agreement) in land for assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify at the GS-11 Level: Specialized Experience: One year of specialized experience which includes 1) Implement real estate principles, concepts, and practices as well as a good understanding of the real estate market. 2) Negotiate the terms and conditions of complex leases or similar types of agreements or authorizing documents for different types of properties. 3) Conduct in-depth analysis and evaluation of unique and conflicting issues to determine the applicability of established realty practices and methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
