    Government Relations Officer ID 2018-1233 Category Public Relations Overview This position reports to the Manager, Government Relations, Capital Planning and Grant Programs. This position represents the interests of the Agency while coordinating programs with federal, state, regional and local elected and administrative officials and their offices. This position is also responsible for identifying and developing discretionary grant applications, monitoring legislation and regulations, and obtaining needed revenues for the Agency. Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Develops and maintains excellent working relationships with local, regional, state and federal elected and responds to requests for information or assistance Monitors local, regional, state and federal legislation and regulations that may impact the Agencys operations and transportation funding and processes, and drafts briefing documents for Manager, DCEO and CEO to respond to public officials on the Companys positions and funding needs Coordinates with advocacy agencies to identify avenues of funding and appropriation requests, and resolves issues with state or federal administrative agencies Coordinates with the Capital and Grants Planner and Grant Program Specialist in identifying new funding sources for the company, and works to protect existing funding sources through legislative efforts Develops discretionary grant applications in coordination with the Capital and Grants Planner and Grant Program Specialist for federal, state and local discretionary funding. Tracks federal, state and local bills, initiatives and policies that may impact LBT Develops and recommends positions on amendments to proposed legislation and regulations, communicating in writing and verbally with internal executive leadership Researches current MTA funding guidelines and policies and analyzes the impact on the company, coordinates Serves as the alternate representative for local and regional association meetings including BOS, LACMOA and other meetings as requested Coordinates the preparation and development of the Agencys planning documents including the Short Range Transit Plan and Long Range Transit Plan as well as other required planning documents Identifies and maintains contact with key community, business and government organizations representing Long Beach Transits mission, vision and strategic goals Works collaboratively with the Marketing, External Affairs, and other LBT departments to respond to legislative matters Communicates as appropriate, information, plans, input and concerns expressed by groups with which liaison is maintained Functions as point person for air quality issues and other sustainable energy programs Complies with all safety regulations as stated in the company safety program, and reports safety-related accidents, incidents, and unsafe work conditions. Attends safety-training programs as required. Other duties as assigned Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelor of Arts/Science in Political Science, Public Administration, Communications or related field is required. Masters degree is desired. Must be a self starter, with a minimum of three years experience in government/legislative relations, public relations or a similar field. Experience related to transit is preferred. Proficient with Microsoft Office software including Word, Excel, Access and PowerPoint. Excellent written, oral, and presentation skills required. The ability to effectively interface and establish/maintain effective working relationships with colleagues and elected officials is critical. Possession of a current valid Class C drivers license and good driving record essential. Some travel may be required, as well as a willingness to work evenings and weekends as needed.
