    POSITION: IT Software Development Advisor

    FULLTIME/PARTTIME: Fulltime

    LOCATION: MEMPHIS, TN (open to remote)

    SCHEDULE: 8am- 5pm

    PAY RANGE: $57.97 - $61.28 an hour paid weekly

    ASSIGNMENT: 09-Dec-2024 - 25-Nov-2025 (temp to hire)

    PRIMARY PURPOSE: To design and maintain robust, scalable software architecture for one or more elements of CMS software systems; to oversee programming, implementation, and maintenance revisions of specified projects; and to evaluate technologies and provide consultation regarding applications and systems needs related to these elements.

    ESSENTIAL FUNCTIONS and RESPONSIBILITIES Ensures software scalability and data integrity throughout all claims-related applications. Ensures software compatibility and alignment with overall business, IT and infrastructure strategies. Identifies and directs implementation of strategies for maintaining JURIS data and application integration. Collaborates with management, colleagues throughout CMS, develops overall designs, and defines projects for implementation of strategic technology initiatives. Consults with project managers to keep informed of active and future projects and to identify areas of overlap. Assists as needed in implementation of large client programs involving numerous interfaces or system modifications. Manages analyst/programmers as needed. Reviews software change requests to identify duplication, similarities, and feasibility and recommends specific actions needed. Provides recommendations toward prioritization of tactical and strategic change requests. Assists in projecting software and hardware requirements for claims-related applications.

    ADDITIONAL FUNCTIONS and RESPONSIBILITIES Performs other duties as assigned. Supports the organization's quality program(s).

    SUPERVISORY RESPONSIBILITIES Administers company personnel policies in all areas and follows company staffing standards and training recommendations. Interviews, hires, and establishes colleague performance development plans; conducts colleague performance discussions. Provides support, guidance, leadership, and motivation to promote maximum performance.

    Responsibilities:

    • Develop, maintain, test and debug software to meet generally defined requirements in a Windows client/server environment utilizing software development languages/environments such as PL/SQL, Oracle, Progress 4 GL Application Development Environment (ADE), .NET, Microsoft SQL, or other platforms.
    • Formulate and define system scope and objectives through research and fact-finding for the purpose of developing or modifying moderately complex information systems.
    • Prepare detailed specification from which programs will be written.
    • Design, code, test, debug, document and maintain programs.
    • Become familiar with most aspects of the application including reports, parameters, claims management, intake services, carrier/client interfaces and vendor/business partner interfaces.
    • Analyze user needs as required.
    • Assist in the design of specifications to meet end user needs.
    • Develop and modify software to meet the specifications outlined in data processing requests.
    • Develop and maintain software to meet requirements of insurance carrier and regulatory groups.
    • Test and debug assigned projects.
    • Assist in testing projects for other members of the programming staff.
    • Prepare documentation on new or existing software.
    • Investigate call escalations from the support staff.
    • Make the necessary corrections to data and/or software.
    • Assist in the professional growth of programmers.
    • Follow departmental pre-established standards and guidelines as they pertain to design and development.
    • Adhere to the goal of delivering and maintaining the highest quality of customer service to our clients.
    • Keep abreast of software development language revisions and technology advances.
    • Perform other duties as assigned.
    • Support the organization's quality program(s).

    Requirements:

    • High School Graduate/GED.
    • 6 years of Language Development in a relevant and Applicable Language and/Or Business Analytical experience.
    • Strong knowledge of Language Development and Applications Design.
    • Oracle PL SQL Developer.
    • Experience in writing Packages for data loads.
    • Experience creating and maintained Stored Procedure (Packages, Procedures, Function, and anonymous block) with Oracle PL/SQL.
    • Experience using Cursors to pull data from the Database.
    • Experience creating and maintained from simple to complex queries pull data from the Database.
    • Experience in SQL Tunning to improve the query performance by identifying key fields, adding/removing tables/fields, and use of indexes.
    • Good understanding of Oracle Explain Plan.
    • Experience in designing Relational Databases.
    • Analytical and interpretive skills.

    Preferred:

    • Bachelor's degree major in Information Systems or Computer Science.
    • Proven experience In Interpreting User Requirements, Business Applications Design, and Development of Business Applications.

    Education & Licensing Bachelor's degree with major in Information Systems or Management from an accredited college or university preferred. Master's degree strongly preferred. Experience Ten (10) years of related experience or equivalent combination of education or experience required to include seven (7) years of software and development experience. Five (5) years hands-on programming experience in database and data driven applications strongly preferred.

    Qualification:

    • At least 8+ years of hand on experience in development, including 5+ in Open Edge/Progress 4GL .
    • Strong skills in Progress 4GL programming which includes GUI Development, Backend Development, Three tier architecture, App servers. Object Oriented Open Edge, Open API etc.
    • Hands on experience on API developments with source/target Open Edge DB.
    • Strong Skills in data analysis, data modeling, development, testing and documentation.
    • Strong skills on automating jobs using UNIX Shell scripts to run all the Progress programs.
    • Hands on writing Cursors, Transactions, User-defined Object types, Records, and Tables in Progress 4GL Programming.
    • Strong Skills in Exception Handling extensively debug Progress Code, DML and display the error messages in the application.
    • Experience in creating server-side programs for distributed Progress 4GL applications on Classic Progress, and V12 Open Edge App Servers.
    • Experience in performance Tunning to improve the query performance by identifying key fields, adding/removing tables/fields, and use of indexes.

    \WORKING CONDITIONS:

    • May on occasion be exposed to loud sounds and distracting noise levels, such as from office equipment.
