WORKING INDEPENDENTLY AND IN COLLABORATION WITH IT AND FUNCTIONAL USERS AND MANAGEMENT, PERFORM EXPERT BUSINESS ANALYSIS, CAPTURE SYSTEM FUNCTIONAL USE AND TEST CASES, AND CREATE/MAINTAIN RELATED SYSTEM AND PROJECT DOCUMENTATION FOR IT AND OPERATIONS SUPPORT OF CUSTOMIZED SYSTEMS. SUPPORT AGENCY TECHNOLOGY MODERNIZATION PROGRAMS AND CYBERSECURITY CONTINUOUS ASSESSMENT INITIATIVES.
REQUIRED SKILLS
- Experience conducting expert business and program analysis, capturing detailed business steps, development of system design documentation, and creation of system test cases in a FEDERAL GOVERNMENT ENVIRONMENT.
- Knowledge of cloud computer usage in a Federal government environment.
- Familiarity with information security concepts as applied to Federal government IT applications, such as FIPS-199 categorization and NIST SPECIAL PUBLICATIONS 800-SERIES standards for continuous accreditation, risk management, POA&M management, etc.
- Detailed analytical abilities of data, workflow, and business process.
- Expertise with Microsoft Office products, including Visio.
- Business case/Use case development skills.
- Excellent written and verbal communication, including technical writing skills.
DESIRED SKILLS
- Understanding of systems engineering concepts.
- Experience supporting IT modernization efforts.
JOB DUTIES
- Capture, document, organize, and analyze technical business requirements through review of statutory guidance, agency policy, or personal interviews. Prioritize requirements, create conceptual wireframe prototypes, and create system design documents from business requirements.
- Document and revise detailed business processes, workflows, requirements traceability matrixes, test scripts, use cases, and related documents for software application development, revising as necessary per system change requests.
- Support the configuration management process through creation, editing, and maintenance of system change request documentation.
- Provide program analytical support for the IT modernization program in the form of administrative support (collecting/archiving technical artifacts, papers, and cost spreadsheets). Draft Independent Project Reviews (IPRs) briefs for the project manager.
- Support the CISO and designees in the implementation of the agency’s continuous accreditation program, including support in identification of high value assets (HVA).
- Support the system assessment and authorization process following NIST SPECIAL PUBLICATION 800-37 and other relevant cybersecurity standards. Support remediation of identified weaknesses in systems through tracking and resolution of plans of action and milestones (POA&Ms).
- Support the agency implementation of NIST SP 800-181 (Workforce Framework for Cybersecurity).
- Maintain program reference materials, project files and relevant auditable supporting documents and make available policies, procedures, and written instructions from the supervisor, maintain current knowledge to answer questions on procedures, policies, directives, etc.
- Attend project meetings with IT and operation teams, and capture actions, minutes, and taskings originating from the project meetings. Assist with development of project reports, graphic information, and milestone artifacts.
EXPERIENCE AND EDUCATION QUALIFICATIONS
Minimum of three (3) years of experience in a business analyst position creating and maintaining system documentation, use cases, test cases, and project reports for information technology systems. Experience supporting cloud migration efforts and/or cybersecurity risk compliance desired.
Minimum of an Associates’ degree in Information Technology, Information Systems Management, Computer Science, or a related field from an accredited University registered with the Department of Education.
WORK LOCATION
Arlington, VA on-site at Federal Government client.
SECURITY CLEARANCE REQUIREMENTS
Ability to obtain a Public Trust clearance required.
