SUMMARY:
Responsible for oversight of all Accounts Payable, Credit & Collections, Payroll and General Accounting duties for the HOA. This position works directly with the on-site Accounting Manager, the property department heads, General Manager and as a liaison to the home office and board in all financial areas.

ESSENTIAL FUNCTIONS :

Essential duties and responsibilities may include, but are not limited to, the following:
Oversight of Accounts Payable:
- Ensure accuracy with incoming vendor invoices and completion of vendor payment.
- Ensures timely disbursement of funds.
- Weekly and monthly check register reporting to home office.
- Devises controls to reduce risk from internal and external sources.
Oversight of Credit & Collections:
- Assistance with research and establishment of new credit needs/options.
- Reconciliation follow up with dues, AR/GL accounts.
- Assistance with unresolved billing/payment discrepancies, and timely rebilling.
- Provides support to management and board with information in regards to delinquent accounts (Monthly review).
General Accounting:
- Provide support and feedback for Monthly Financials – Review Financials completed by Accounting Manager.
- Prepare, support and train Accounting manager on the Annual Budget process (As Lead).
- Budget presentations to home office, Finance Committee and Board of Directors.
- Prepare and monitor Cash Forecasts, cash transfers, fund balances.
- Understanding of investment reporting. Working directly with Finance Committee.
- Prepare, support and train Accounting manager on Balance Sheet Reconciliations (Review and assist in updating and completion).
- Preparation of Audit material. Working directly with third party auditors.
- Preparation of Unit resale documentation. Reconciliation of transfer fee income.
- Review of Capital Expenditure Plans.
- Review of onsite cash & financial controls.
- Converting year-end financial information into tax basis. Ensure accuracy of taxes filed annually, working directly with third party tax advisor.
- Quarterly HOA board meetings presenting the financial statements and any other pertinent items.
- Completing a new reserve study and/or updates. Working directly with Director of Operations in order to make sure that the financial aspect of the report is correctly reported.
- Prepare, support and meet with management to review budget & actuals on a monthly or requested basis.
- Prepare, support and train Accounting Manager on reconciliation between different entities and business units.
- Oversees preparation of monthly, quarterly, annual sales tax returns.
- Oversee and ensure completion of all required year end filings with government agencies (1099’s, taxes, etc).
- Oversee the preparation and completion of monthly, quarterly, and yearly financial statements for HOA.
- Understanding of HOA governing documents and financial impacts.
- Respond to home office and board of directors’ financial inquiries. Completing financial analysis as requested.
Payroll:
- Oversee, review, and ensure accuracy and completion of bi-weekly payroll. Works directly with Accounting Manager and Human Resources.
- Completion of monthly payroll projections.
Supportive functions:
- Assists with other duties as requested or assigned.
- Assists management in any capacity during times of need.
Supervisory & Training responsibilities:
- Manages 1 subordinate supervisor who supervises a total of 1 employee within the Accounting department.
- Indirectly supervises all department heads in regard to financial data.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:

Education and Experience
- Bachelor’s degree (B.A.) in Accounting, Finance or equivalent.
- Four to six years related experience and/or training.
Knowledge and Skills
Knowledge of:
- Basic competence in duties and tasks of supervised employees.
- Working knowledge of forecasting and financial reports.
- Working knowledge of data collection, data analysis, evaluation, and scientific method.
- Computers and computer related software such as Microsoft Great Plains Accounting Software, Opera Reservations Software, ADP TotalSource Payroll & Human Resources, Outlook, Excel, Word, PowerPoint, Mailchimp, and Dropbox.
