Major Duties (Job Description)
- You will serve as a Procurement Contracting Officer (PCO) assigned to the Contracts Directorate of the Naval Information Warfare Systems Command (NAVWAR).
- You will serve as the technical expert in all contracts related matters and maintain a high level of experience and proficiency in all aspects of Federal and Defense Acquisition regulations.
- You will provide business advice and collaborate with customers including Program Managers, Program Executive Officers and NAVWAR leadership in formulating acquisition strategies from requirements definition through the life of the system.
- You will independently research, interpret, analyze, and apply Federal DoD, Department of the Navy guidelines, including the Federal Acquisition Regulation (FAR) and its supplements.
- You will be responsible for pre-award and post-award functions, using the full spectrum of available FAR and non-FAR contract strategies including a wide range of complex contracting methods.
- You will actively lead developing objectives and strategies in terms of the degree of competition, and will construct the contractual vehicle, including use of pricing arrangements, subcontracting policy, set-aside policies and other considerations.
- You will serve as the primary advisor to program officials in acquisition planning meetings, including advising on acquisition objectives and strategies to be used in the preparation of statements of work, solicitations, and contract structures.
- You will prepare, review, and/or approve determinations and findings, justifications and approvals, and solicitation and all contract documents.
- You will be responsible for briefing and obtaining higher level approval as required through the Head of Contracting Activity and Senior Procurement Executive as required.
- You will perform cost and price analysis using all available information to develop profit/fee objectives and negotiate contract costs; prepare, review and/ or approve Business Clearances to document business decisions.
Qualification Summary
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing guidance in Agile contracting methods, Other Transaction Authority, rapid acquisition pathways, and Commercial Solutions Openings; coordinating Professional Contract Specialist contracting functions or activities (e.g. contract awards, proposals and solicitations, cost/price analysis, contract performance, negotiation and administration) for the procurement or acquisition of goods or services.
