    The Advanced Planning Writer (APW) is responsible for developing comprehensive Advanced Planning Documents (APDs), Medicaid Detail Budget Tables, and other essential documentation to support the organization's planning, implementation, and operational activities. This role is pivotal in ensuring the smooth coordination and submission of APDs in alignment with federal and state guidelines. The APW leads the planning process from start to finish, including APD kickoff, review, and closeout meetings.

    Key Responsibilities:

    Develop Advanced Planning Documents (APDs), Medicaid Detail Budget Tables, and other required documentation to support the organization Medicaid’s planning and operational activities.

    Lead and manage APD kickoff meetings, progress reviews, and closeout meetings to ensure timely and accurate documentation.

    Review and provide detailed feedback, ensuring compliance with relevant policies and guidelines.

    Draft CMS submittal letters and ensure they align with associated APDs, accurately reflecting the project’s business and technical requirements.

    Collaborate with internal teams, including project management, business engagement, and technical teams, to gather information and integrate feedback into the APDs.

    Serve as a liaison between NC Medicaid, the Medicaid Enterprise System (MES) Program, and external stakeholders, including vendors, contract and budget offices, and technical teams.

    Manage communications and documentation to ensure that APDs reflect the technical, financial, and operational requirements of the Medicaid program.

    Ensure compliance with CMS and other regulatory requirements for APD submissions, including tracking updates and modifications as necessary.

    Coordinate with project teams and technical leads to integrate their input into the APD documentation, ensuring consistency and accuracy.

    Foster positive relationships with all key stakeholders, ensuring their needs and concerns are addressed throughout the APD process.

    Basic Qualification:

    5+ years of experience managing and executing multiple priorities and projects simultaneously

    Proficiency in using project collaboration and tracking tools such as Microsoft Project Suite, MS Teams, and Zoom.

    5+ years of expert-level communication skills, both verbal and written.

    5+ years of demonstrated project management, training, and facilitation experience.

    5+ years of experience engaging and collaborating with stakeholders.

    Preferred Qualification:

    5+ years of experience engaging and collaborating with stakeholders.

    5+ years of expert knowledge in Medicaid Eligibility or Health and Human Services (HHS) systems.

    Ability to interpret Medicaid policies and ensure compliance with CMS regulations.

    Ability to create and deliver PowerPoint presentations and develop standard operating procedures (SOPs)

    Prior experience with RFPs, RFIs, grant writing, or contract management.

    3+ years of experience in formulating budgets and knowledge of accounting principles.
