Job Title: Technical Specialist IV

Position Overview:
The Technical Specialist IV is responsible for analyzing and designing solutions to networking issues, providing technical support to other departments, and troubleshooting, diagnosing, and resolving both hardware and software problems. This role may require a bachelor's degree and at least 9 years of experience in a related field or equivalent experience. A strong understanding of standard concepts, practices, and technologies in the field is essential, along with a certain degree of creativity to solve complex issues.
Key Responsibilities:
- Requirements Gathering and Documentation:
- Elicit, gather, and document system and business requirements.
- Analyze and document current (as-is) and future (to-be) business processes.
- Identify problems, gaps, and project objectives based on business needs.
- System Research and Solutions Analysis:
- Research and evaluate potential system solutions to meet the operational needs of the business.
- Testing and Quality Assurance:
- Develop test plans and test cases based on requirements.
- Execute testing, record defects, and coordinate retesting of bug fixes.
Required Skills:
- Proficiency in Microsoft Office tools (Outlook, Word, Excel).
- Strong communication skills, both verbal and written.
- Demonstrated experience in:
- Eliciting and documenting system requirements.
- Conducting as-is/to-be process and system analysis.
- Creating and executing test plans and test cases.
Preferred Skills:
- Familiarity with Intelligent Transportation Systems (ITS) or software systems that support transportation agency maintenance and operations processes.
