JOB SUMMARY:
Under the direction of the Vice President of Regional Operations and working with the Chief Estimator, the Estimator is responsible for collaborating on bid and proposal preparation, negotiating contracts with clients, and working closely with design teams. This individual will work closely with owners, engineers, and general contractors to provide value engineering solutions across heavy civil, marine, and underwater disciplines. This position will be expected to provide guidance and training to other estimating personnel in the company's estimating systems and procedures.
This position will travel up to 25% and when not traveling will be based out of one of our Regional offices.

- Detail oriented – the ability to identify cost drivers quickly, knowing how those cost drivers affect other costs related to projects.
- Technical skills – has a grasp on construction means and methods, a knowledge of creating accurate estimates leveraging systems, with the ability to learn new software.
- Critical thinker –the ability to think outside the box to provide technical solutions to our clients, identifying ways to build things at the minimum cost.
- Time management – has a strong systematic and organized approach towards work, able to plan their time wisely in a fast-paced environment, often with competing deadlines.
- Effective communicator – both written and orally, ensuring that complex details are conveyed in a way that are understood by internal and external clients.
Education:
- Bachelor’s Degree in Construction Management, Construction Engineering Management, Civil Engineering, or related field.
Experience:
- Experience working in heavy civil/marine construction with at least three years of estimating experience.
- HeavyBid experience a plus.
- Working knowledge of standard marine construction practices.
- Experience in estimating projects with values up to $50 million.
- Strong computer skills including experience with Microsoft Office Suite, MS Project, P6, and AutoCAD.
- Strong technical writing skills and ability to contribute to Proposal preparation.
- Experience working on Joint Venture pursuits a plus.
- Experience working on Early Contractor Involvement (ECI) contract projects a plus

RESPONSIBILITIES:
- Formulates and leads project estimates/proposals to ensure a quality, accurate and timely submission. This includes working closely with current team of estimators and project managers to provide turnkey cost estimates.
- Develops project work plans, schedules, and submittals.
- Leads bid kick-off and board review meetings.
- Performs material take-offs, organizes pre-bid data, researches past costs, and develops construction sequence.
- Coordinates and cultivates strong business relationships with vendors and sub-contractors.
- Performs site visits and investigations as needed.
- Produces pre-bid construction schedules.
- Attends pre-job job meetings.
- Conducts constructability studies.
- Presents estimate quantities, rationale, and scheme to management during bid reviews.
- Organizes and conducts handoff of project to operations if project awarded.
- Attends and is an active participant in weekly job progress meetings with operations, accounting, and field staff.
- Leads project hand-off meetings with key operational staff.
- Identifies project risks and potential contingencies.
- Reviews proposal specifications and drawings to determine scope of work and contents of estimate.
- Perform additional assignments per Management’s direction.
SUPERVISORY RESPONSIBILITIES:
PHYSICAL DEMANDS / WORKING ENVIRONMENT:
- Prolonged periods sitting at a desk and working on a computer.
- Working outdoors in various temperatures and conditions.
- Wears various PPE (respirators, fall protection, etc.).
- Will travel on land, water, and aircraft.
- Will sit and stand for several hours at a time.
- Lifting, climbing, pulling, pushing, squatting for various periods of time.
