    Bay Aging is seeking an Assistant Director, Single Family Housing-Specialty Programs. The Assistant Director will be responsible for all aspects of the Single Family Housing Division’s Specialty Programs; including the Community Development Block Grant Program (CDBG), the Emergency Home Accessibility & Repair Program (EHARP), the Indoor Plumbing Rehabilitation Program (IPR),and the Weatherization Deferred Repair Program (WDR); including grant administration and operations, sub-contractor recruitment and training, reporting, compliance, and coordination with internal employees and external stakeholders.

    This position will also be responsible for other Utility Weatherization and Energy Conservation Programs administered by Bay Aging; including Dominion Energy’s Weatherization Programs.  This position reports to the Director of Planning and Development. 98% of employees are proud to work at Bay Aging.  Come make a difference every day with us!  Salary:$55,000/yr-$65,000/yr.

    ESSENTIAL FUNCTIONS

     CDBG, EHARP AND IPR GRANT MANAGEMENT

    • Interpret, enact, and implement Federal and State Housing Grant Compliance Standards; including thorough knowledge of Virginia Minimum Housing Quality Standards (HQS).
    • Plan, coordinate, schedule and monitor the daily implementation of the Agency’s Single-Family Housing Specialty Programs (CDBG, EHARP, IPR and WDR).
    • Completes Lead Risk Assessor Training and obtains State Lead Risk Assessor’s License.
    • Completes Housing Rehabilitation Specialist Training to support the CDBG and IPR Programs.
    • Conduct required housing quality inspections, complete housing rehabilitation work write-ups, carry out required progress inspections; and submit all necessary reports and to the state by mandated deadlines.
    • Oversee bidding of Housing Rehab work; to include the conducting of pre-bid conferences, coordination of bid openings, and the awarding and contracting out of work to contractors.
    • Recruit necessary sub-contractors; and coordinate the required training for these same contractors, in order to support the Agency’s Single-Family Housing Specialty Programs.
    • Track and maintain certifications and licenses required for the Agency Single-Family Housing Specialty Program’s employees and contractors.
    • Obtain necessary certifications and licenses required for this position within a reasonable time period from hiring date.
    • Performs other tasks and duties as assigned.__

    WEATHERIZATION DEFERRED REPAIR (WDR) PROGRAM & WEATHERIZATION UTILITIES PROGRAM MANAGEMENT

    • Work with the Assistant Director of Single-Family Housing – Weatherization, to coordinate the implementation of the WDR Program, in coordination with the Division’s Weatherization Program.
    • Plan, coordinate, schedule and monitor the daily implementation of the Agency’s WDR and Utility Weatherization Programs.
    • Recruit necessary sub-contractors; and coordinate the required training for these same contractors, in order to support the Agency’s WDR and Utility Weatherization Programs.
    • Track and maintain certifications and licenses required for the Agency’s WDR and Utility Weatherization Program’s sub-contractors.
    • Complete and submit multiple, required weatherization reports, plans, applications, and invoices to the Utilities by mandated deadlines.
    • Performs other tasks and duties as assigned.__

    COMPUTER SKILLS/PROJECT MANAGEMENT

    • Ability to obtain and display working knowledge of a variety of Microsoft Office computer software applications including WORD, Excel, and Outlook; as well as the Virginia Department of Housing

    & Community Development’s (DHCD) CAMS System, and the Nexant Utility Weatherization Program Software.

    ·                   Ability to set goals, plan and manage multiple projects, budgets, cost, time, and teams working on ongoing projects.

     

    DECISION 

    Handles all daily responsibilities relative to the Single-Family Housing Division’s Specialty Programs independently and with minimal supervision.  Informs supervisor when faced with new or unusual situations, or in cases leading to possible employee termination. Works closely with supervisor when considering capital investment or major expenditures as well as change in organization structures.

     KNOWLEDGE

     Working knowledge of:

    -          Minimum housing quality standards, weatherization minimum work specifications, and contractor licensing and certifications

    -          Federal and state programs related to community development and low-income housing rehabilitation/improvement

    -          Microsoft Office programs ((e.g. word processing (WORD), spreadsheet (EXCEL) and e-mail (Outlook)).

    -           Must have professional experience at the local, state, or federal level in similar or related field. 

     ABILITIES

     -          Work in and away from the office, including occasionally representing the Agency at local community functions in the evening and sometimes on weekends. Occasional overnight travel is required.

    -          Establish and maintain effective working relationships with co-workers, community leaders and with representatives from state/federal granting agencies.

    -          Ability to obtain necessary licenses and certifications within one year of employment.

    -          Attention to details and strong organizational skills.

    -          Excellent verbal and written communication skills.  Work in and away from the office, including representing the Agency within the community.  Occasional overnight travel is required.

     

    WORKING ENVIRONMENT

     Office and Field based position with minimal physical requirements (ability to lift 25lbs, walking and climbing stairs). Requires regular independent travel around the area served by Bay Aging’s Single-Family Housing Programs.  20% of the essential functions of the position can be performed virtually.  Visual requirements include computer and book exposure.

     MINIMUM QUALIFICATIONS

    A minimum of an associate degree in the same, or related field; or a combination of at least 5 years of professional work experience at the local, regional, state, or federal government level.  Must be proficient in verbal/written communication.  Must be customer/client focused.  Must possess a valid driver’s license.
