    Title - Budget Analyst Location - Silver Spring, MD Client - NOAA

    The candidate shall perform a variety of tasks related to budget analysis. Specific tasks are expected to include: Routinely run reports (budget, acquisition, labor and travel) in the NOAA Financial system to determine if financial resources are being used appropriately to implement programs.

    Maintain and create online budget tracking sheets that will allow budget analyst(s) the leadership to assess how well the annual budget is being executed to align with our strategic plan and upcoming operational plans. The operational plans have not been scoped to date which is one of the characteristics of this requirement not being able to envision its full level of effort. The budget sheets at a minimum include the disparate lines of accounting, internal divisions, programs, estimated quarter for execution, vehicle for execution e.g. grant, contract, travel, training, salaries, etc. Additionally, this spreadsheet will serve as a mechanism to prioritize emerging needs. Understanding and knowledge of Budget Execution

    Collaborate with other budget analyst(s) to provide recommendations for improved business processes.

    Have experience with and understand the Federal Budget process and appropriations law (preferred). Alternatively, the contractor shall learn the Federal Budget process and appropriations law.

    Experience and/or demonstrated capability to navigate between different financial systems and ability to adapt to changes in business processes.

    Strong proficiency with Microsoft Excel and/or Google Sheets, to include the building of pivot tables and other spreadsheet processes. Knowledge of the Department of Commerce financial system, BAS, is preferred; however, it is not required.

    Experience working collaboratively with a team to ensure proper communication regarding deadlines and project directives are met with timeliness and quality of work products.

    Candidates shall have the ability to effectively and efficiently work under tight deadlines and scheduled action dates.

    Candidates shall have strong organizational, analytical, written communication as well as oral communication skills.
