We are focused on providing our diverse clients with innovative solutions including technical analysis and development. We are looking to bring on an integral team member to provide support for an existing project. You will function as an IT PMO Business Analyst of a major system for a federal agency.

    Role Description

    The objective is to assist the a US in identifying, collecting, analyzing, and documenting requirements from various sources to support the General Services Administration (GSA)-driven transition from ETS2 to the ETSNext system. The Business Analyst (BA) will work closely with stakeholders to understand their needs, ensure that requirements are clearly documented, managed, and communicated and develop a corresponding budget estimate. Additionally, the BA will act as the primary liaison between the business unit and the technical team (internal and external), ensuring that the solution meets the specified

    Requirement Scope:

    The Contractor shall provide support to business owners by scoping out the ETSNext Project by
    identifying and documenting business and budgetary needs. The activities that the Contractor shall perform include the following:
    a. Collect business requirements from the existing E2 Solutions (E2) – a web-based,
    end-to-end travel and expense management tool, based on system user manuals, E2
    knowledge portal materials, and other available historical and operational documents and
    ensure these are carried over to the new ETSNext.
    b. Coordinate closely with business stakeholders (e.g., M bureau Chief Information Office
    (M/CIO), M bureau Chief Finance Office (M/CFO), Office of Human Capital Talent
    Management (HCTM) staff), and project team members to determine high-level system
    requirements, including non-functional and security requirements, in addition to business
    requirements.
    c. Facilitate communication between stakeholders, including business units, GSA,
    technical teams, and management to ensure business requirements are
    adequately captured.
    d. Coordinate requirements review with stakeholders and develop a timeline of activities
    and produce related cost estimates for each business unit (e.g M/MS/TTD,
    M/CFO, M/CIO, HCTM).
    e. Develop product roadmaps; assess, analyze, and document impact for prioritization.
    f. Conduct research to identify potential issues and develop recommendations on the
    migration process, including challenges that may arise during the migration project, such
    as data integrity, system compatibility issues, security risks, or user adoption.
    g. Develop a business case that includes a high-level implementation approach,
    dependencies, Organizational Change Management (OCM), training, and
    communications needs, a high-level implementation approach, and stakeholder registry
    h. Assist in creating a Very Rough Order of Estimate (VROM) for the implementation
    staffing needs, licensing (if applicable), and future maintenance needs
    i. Attend manager-level and leadership briefing
    j. Prepare a draft briefing deck or other materials that provides an overview or summary of
    key information on the project.requirements.

    Key responsibilities include:

    1. The Business Requirements Document (BRD), which may include multiple artifacts, will
      deliver the following elements that describe the process a user must complete, the data
      that is needed to complete the work, and the associated business rules that governs the
      data and the process:
      ● Business Process : a set of business flow charts that explains the travel management,
      operation of a particular need or process and how the roles each persona plays; focuses
      on the business steps to get to the outcome and describe the work performed, data and
      artifacts generated.
      ● Document the business process flow, a standardized process with approval, decision
      making points, notifications needed, and issue handling routines,
      ● Define desired outcome of automation – which part of the business process needs to be
      automated and how tightly the controls should be, e.g., required actions vs. optional
      ● Define data elements that are needed to support the process flow and decisioning making
      ● Document user roles / personas, and their responsibilities and relationship between these personas
      ● Document business rules, issue / error handling scenarios, and constraints
      ● Define reporting needs
      ● User personas: Explains the user profiles / personas and how they interact with Processes
      ● Business rules - includes rules that the automation should be enforcing, e.g., decision
      making, eligibility determination, processing, conditionally Routing and processing, auto
      populating.

    2. The draft business case shall include: background, agency needs, scope, technical
      considerations, implementation approach, cost estimates, and management approach.

    3. Status report: A bi-weekly status report that summarize

    Qualifications

    Required Skills and Experience

    • Bachelor's degree with 8-10 years work experience in the specific work scope provided

    • Strong organizational skills and action-oriented personality; experience leading tasks and
      working independently, tracking actions across multiple organizations

    • Effective communication skills for conveying complex information clearly to
      stakeholders, facilitating requirements gathering, and ensuring project understanding.

    • Strong facilitation skills to lead workshops, brainstorming sessions, and interviews to
      gather requirements and foster collaboration among diverse stakeholders

    • Understanding of project management principles, including planning, scheduling, and
      cost estimation

    • Familiarity with IT fundamentals (software development lifecycle, technical design, and
      requirements documentation)

    • Ability to create clear and concise documentation, including business requirements
      documents, process flows, and status reports

    • Microsoft Office or Google Apps G Suite

    • US Citizenship with active Secret clearance required

    • Note: this position is based out of Washington, DC. The role allows for telework/remote work. However, meetings may arise that require onsite attendance in Washington, DC. You may not live outside the contiguous United States.
