The scope of the proposed services will include the following:
Assist the State in design for OCD DRU use of Intelligrants for disaster recovery grants management based on complexity of State use
Meet with and work directly with OCD DRU program staff on system configuration needs of Intelligrants and document these requirements
Work directly with Applications Program Manager to ensure OCD DRU leadership are able to successfully articulate and document the business needs around the use the Intelligrants grants management software by OCD DRU
Work with Applications Programmer, Senior Applications Programmer, and IT Tester on creation of use cases for proper Quality Assurance and End User Acceptability for Intelligrants grants management software
Expertise and/or relevant experience in the following areas are mandatory:
Experience in Intelligrants grant management software functionality
Good customer service in operational use of Intelligrants
The duties of a Business Analyst include, but are not limited to:
Define and document business functions and processes;
Analyze the integration of business functions with technology;
Maintain a working knowledge of accounting, procurement, finance or contract management;
Assist with business case development and business process reengineering;
Consult with management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements;
Recommend new processes that yield operational efficiencies;
Conduct cost-benefit analysis;
Develop or assist with project work plans, project timelines;
Develop or assist with ITBs, RFIs, RFRs, RFPs and contracts. The Business Analyst should be familiar with State of Louisiana procurement laws and procedures, and also have experience in developing technical specifications and negotiating with vendors to acquire IT assets.
