As a certified 8(a) business, we are actively seeking a skilled and motivated Business Development Manager to join our team. This position will play a critical role in expanding our federal contracting portfolio and driving strategic growth in the government sector.

    Job Description: We are seeking an experienced and results-driven 8(a) Business Development Manager to lead the identification, qualification, and pursuit of new business opportunities within the federal government sector. The successful candidate will be responsible for leveraging our 8(a) certification to build relationships, grow the pipeline, and win contracts with federal agencies. This individual will work closely with senior leadership and cross-functional teams to drive business growth and establish BlackHorse LLC as a premier partner for government contracting.

    Key Responsibilities:

    Business Development & Strategy: Develop and execute a comprehensive business development strategy focused on identifying and pursuing federal government contracting opportunities, particularly in the 8(a) space.

    Opportunity Identification: Monitor federal procurement platforms (e.g., SAM.gov, GSA, FPDS) to identify relevant government contracting opportunities for BlackHorse LLC.

    8(a) Certification Utilization: Effectively leverage the 8(a) certification to identify and pursue set-aside opportunities, while ensuring compliance with all 8(a) program requirements.

    Relationship Building: Build and maintain relationships with government procurement officers, contracting officers, and key stakeholders in various federal agencies.

    Proposal Management: Coordinate with the proposal team to develop and submit high-quality, competitive proposals that align with the specific needs of government clients.

    Pipeline Development: Build and maintain a strong pipeline of qualified opportunities, ensuring consistent growth in federal contracting revenue.

    Market Research & Analysis: Conduct thorough market research to identify new business opportunities, competitive trends, and strategic partnerships in the government contracting space.

    Collaboration: Work closely with the executive team to ensure that business development initiatives align with company capabilities and resources.

    Contract Negotiation & Close: Lead negotiations and contract discussions, ensuring that terms and conditions are favorable and align with company goals.

    Qualifications:

    Experience: At least 5 years of experience in business development, sales, or a related field, with a strong focus on federal government contracting and the 8(a) program.

    8(a) Program Expertise: In-depth knowledge of the SBA 8(a) Business Development Program, including set-aside opportunities, requirements, and regulations.

    Federal Contracting Knowledge: Familiarity with federal procurement processes, including familiarity with SAM.gov, GSA schedules, and other relevant government contracting platforms.

    Strong Network: Established relationships with key decision-makers in federal agencies, as well as a demonstrated ability to build new partnerships.

    Proposal Experience: Experience managing or contributing to the preparation of government proposals, including technical, cost, and administrative aspects.

    Communication Skills: Strong written and verbal communication skills, with the ability to present ideas and proposals effectively to both internal and external stakeholders.

    Analytical Skills: Strong market research and analysis capabilities, with a keen ability to identify trends and opportunities within the federal contracting space.

    Education: Bachelor’s degree in Business, Management, or a related field. An MBA or other advanced degree is a plus.

    Preferred Qualifications:

    Existing relationships with key decision-makers in federal agencies, particularly in [specific areas of focus, e.g., defense, IT, cybersecurity].

    Experience working with small businesses in the federal government space, particularly in the 8(a) or HUBZone programs.
