The Business Analyst supports capability development and requirements analysis for an enterprise reporting and analysis platform leveraged by users within the Department of Defense, including Robotics Processing Automation (RPA) Capability Delivery. As a business analyst, qualified candidates will work alongside a team of business analysts to translate development priorities, stakeholder requests, policy changes, and emerging business needs into implementable user stories in the product backlog. Qualified candidates will be strong communicators who can bridge between stakeholders, subject-matter experts, systems engineers and developers.
Position Responsibilities:
● Capture, manage, and maintain user stories and acceptance criteria within Jira for capability development
● Collaborate with systems engineers and Frontend Development Lead to generate wire frames and/or mockups to illustrate requirements to developers
● Assist the team lead with tracking progress of story generation and grooming to ensure cross-functional teams provide input to prepare for development according to schedule
● Support stakeholder engagements to include user testing and system demonstrations to elicit feedback from clients, stakeholders, and users
● Support Requirements Manager in documenting use cases, as needed
● Provide inputs on decision briefings for client on implementation options
● Articulate functional implementation details to both technical and non-technical team members
● Support planning for Scrum meetings to include: Release Planning, Sprint Reviews, Sprint Retrospectives, and Sprint Plannings
● Author user guides for new capabilities on an as needed basis
● Support Functional Testing and the User Acceptance Testing process
Experience Requirements:
Mandatory:
• 2 years of directly related professional experience as a Business Analyst, specifically in an agile environment
• Experience working in a multi-functional environment alongside developers, database engineers, designers, and analysts
• Excellent communication skills, verbal and written
• Proficiency in organizational skills, effective task prioritization, and keen attention to detail
Preferred:
• Demonstrated ability to take ownership of tasks and drive to completion
• Experience with Atlassian, especially Jira and Confluence for collaborative requirements management
• Proficiency with user interface and user experience design, particularly sketching and wireframing a plus
• DoD Acquisition experience a plus
Waiverable/Substitutable: Agile experience can be less than 2 years if the applicant has strong DoD Acquisition experience and knowledge

Preferred: Agile scrum certifications, Business Analyst certifications
Education Requirements:
Mandatory: Bachelor's degree
Waiverable/Substitutable 4 years of additional work experience can be substituted for a bachelor's degree.
