Chain of Command: Work is performed under the general direction of the mayor, city administrator and city council.
Department: Police Services
Primary Purposes: The Marshal practices and participates in Community Policing. Marshal builds positive relationships, one contact at a time, by being present, engaged, and visible in our community to address crime and safety and improve the general well-being of the city and visitors of the city.
Directs and manages city police department. Coordinates daily activity operations of department to provide a safe and orderly environment for the community. Maintains and enforces city, county, and state ordinances and laws as well as policies, directives, and standards of the city. Is visible and active at city and community functions. Patrol city jurisdiction perform law enforcement and crime prevention duties.
Qualifications
Education/Certification
High school diploma or GED
Current Texas Basic Peace Officer License by Texas Commission of Law
Enforcement (TCLOE)
Must hold an Intermediate/Master certificate from (TCLOE).
Current Texas class C Driver’s License.
If the applicant is a former law enforcement officer, the applicant may not have been separated from their license under less than honorable conditions, nor can their license be under suspension or revoked by the licensing agency or authority.
Must have at least three (5) continuous years of full-time law enforcement experience in Texas.
Must pass a medical test, drug test, psychological exam.
Must have all police training and certifications current.
Must be bi-lingual.
Must have certificate or have graduated from leadership training/development, ie., LEMIT, FBI Command, TCLOE.

Experience
Must have a current Texas peace officer commission in good standing who have at least five (5) continuous years of full-time law enforcement experience in Texas.
Major Responsibilities and Duties
Evaluates ability and training of staff.
Recruitment of dedicated, qualified individuals to serve as peace officers for the city.
Creates a comprehensive, on-going training program for deputies.
Promotes a strong relationship with local law enforcement agencies in the area.
Establishes of clear guidelines and procedures that promote community policing.
Oversight of all police service activities.
Establish a clearly defined command structure and define duties of deputies.
Ensures enforcement of all laws including city ordinances, and state laws within city council policy and jurisdiction of the city.
Oversee investigation of criminal activity that occur within jurisdiction.
Investigates and make recommendations on all complaints and accusations made against deputies.
Serves as city liaison to local law enforcement agencies and juvenile authorities.
Complies, maintains, and files all reports, records, and other documents required.
Complies budgets and cost estimates based on department needs.
Prepares annual goals and objectives and provides a strategic plan to city leadership.
Ensures proper radio communications procedures in accordance with FCC rules and regulations.
Performs other assigned duties as may be required by the mayor, city administrator and city council.
Patrols city jurisdiction, streets, parks, and commercial and residential areas located in and around city property on an assigned beat by foot, or police cruiser to prevent, detect and investigate felony or misdemeanor offenses.
Responds to calls from the community concerning crisis situations, accidents, and reports of crime.
Investigates criminal offenses that occur within the city’s jurisdiction.
Responds to emergency radio or telephone calls and participates in inquiries into reported or observed events such as vehicular or other accidents, robberies, civil disturbances, domestic violence, fights, drunkenness, missing persons, prowlers, and drug abuse.
Examines suspicious conditions and conducts primary searches of scenes to develop leads and tips.
Seeks out and questions victims, witnesses, and suspects to develop leads and clues to a criminal episode.
Independently decides course of actions ordinarily expected in conformance with federal and state laws to immediately deal with difficult and emergency situations without assistance, as qualified.
Maintains normal contact with El Paso Sheriff’s office by radio or telephone for consultation on major emergencies or precedents to collaborate on investigations or provide mutual assistance during other law enforcement activities.
Detains, arrests, restrains, searches, and advises suspects (whether juvenile or adults) of their rights, and transports, registers, and books prisoners.
Cooperates and exchanges information with other local, county, state, and federal law enforcement agencies to enforce law and prevent crime.
Obtains advice from County and District Attorney’s offices regarding cases, and policies and procedures, as needed and assigned.
Directs and enforces traffic and parking regulations; issues tickets to traffic violators, inspects motor vehicles for state registration, serial numbers, and other pertinent information, and operates speed detecting radar device.
Ascertains causes of traffic accidents by; taking measurements and drawing diagrams of scenes, inspecting vehicles involved, obtaining, and analyzing information incidental to events, and conducting hit-and-run follow-up inquiries.
Rescues and renders first aid to the injured and summons ambulances, Fire Department personnel, and other law enforcement vehicles.
Engages in community-oriented policing by mediating disputes, aiding the community with educational programs in crime prevention, drug abuse resistance, traffic safety, and department activities and police patrol practices.
Serves warrants and commitments, testifies in court, and prepares felony and misdemeanor cases for filing of charges.
Compiles information and writes and submits reports on topics such as; investigative findings, field interrogations, alcohol or drug influence, accident scenes, and traffic or other hazards that endanger the community.
Prepares various records including officer’s daily activity log.
Maintains equipment, supplies and facilities in clean, orderly, and safe condition, including preventive servicing and minor repairs on assigned service vehicle.
Participates in professional development training.
Collects and preserves evidence for criminal investigations including witness statements and physical evidence.
Provides protection to or escorts city personnel, as needed.
Compiles, maintains, and files all reports, records, and documents required, including affidavits for arrest, incident reports, and activity reports.
Responds to on-call emergency duty during non-working hours (regardless of assigned work shift), in the event of a national disaster or the activation of the City-County Emergency Response System.
Operates all equipment in a safe manner, including firearms, designated impact weapons, allied law enforcement equipment, communication devices, emergency vehicles and other city related property.
Submits all case reports, timely.
Complies with all city and departmental policies and procedures.
Supervisory Responsibilities
Supervises all assigned personnel.

City vehicles, firearms, handcuffs, alarm systems, fire extinguishers, security equipment, personal computer, copier, radio communications, telecommunications, and all other allied law enforcement equipment.

Wear uniform and accessories as customarily prescribed for regular tour of duty or special assignments. Subject to being called at any time for emergency situations, occasional vigorous physical demands common to duties of a police officer. Maintain emotional control under stress. Strenuous walking, standing, and climbing. May be subject to adverse and hazardous working conditions, including violent and confrontations. Works outdoors in varying climate conditions. Drives in different areas of the city at odd hours. On call 24 hours a day; may be assigned to all rotating shifts to include evenings, and graveyard. May be assigned to varying locations, as needed.
