SUMMARY
Assist and support the Manager of the Continuum of Care in coordinating and overseeing the daily activities of the federally funded Continuum of Care programs, as managed by the Coalition for the Homeless of Houston/Harris County. This Houston, Texas based role reports to the Manager of the Continuum of Care.
KEY RESPONSIBILITIES
- HUD CONTINUUM OF CARE (COC) PROGRAM: Lead the successful submission of the annual HUD Continuum of Care Program application including the Youth Homeless Demonstration Project (YHDP), while assisting in conducting a fair and transparent Notice of Funding Availability (NOFA) competition.
- Assist in initiating contact with all partner agencies to inform them about required documents that must be submitted for the application and process to follow.
- Assist in preparing a transparent funding competition for all jurisdictional funding as necessary and for pass-through funding from the Coalition.
- Assist in Preparing Project Applications for submission including project budgets, program outcomes, narrative content, etc.
- Assist in Completing other sections of CoC and YHDP applications (e.g. Discharge Planning, Mainstream Resources, HMIS, Point in Time, Housing Inventory Chart, Education/Children, Strategic Planning Objectives, etc.)
- Assist in Preparing Performance Outcome charts with prior compilation of aggregate Annual Progress Reports (APR) results.
- Monitor Unit Vacancies and communicate with Housing team on vacancies/discrepancies to ensure units are filled
- Provide information as needed by the CoC Steering Committee to make decisions for the CoC Ranking and Review Process as necessary throughout the year and at time of RFP for new partner agencies.
- Work with the Coalition’s communications team to provide input on marketing, agency communications, and agency events related to CoC membership and the NOFA process.
- COC PLANNING AND COORDINATION
- Staff CoC meetings and committees.
- Project management for system-wide initiatives that involve a diverse group of agencies.
- Evaluate program performance and develop corrective action plans.
- Plan, develop and coordinate regular training sessions throughout the year with focus on improving performance outcomes and to improve regional and statewide coordination of programming.
- Plan and host start-up/renewal trainings for CoC grantees including separate trainings for PSH programs, RRH programs, etc.
- Organize and lead quarterly evaluation meetings and annual monitoring of CoC to improve performance and steward the grant funding appropriately.
- In collaboration with the Coalition’s communications department, manage CoC-wide listservs (contact database) and disseminate relevant announcements to the CoC and the community at-large regarding CoC program-related news.
- IMPROVE COC PERFORMANCE AND COMPLIANCE
- Renewals: Assist in Obtaining information needed from partner agencies for the application renewal process; correspond with HUD regarding renewal projects.
- Program Monitoring: Monitor partner agencies to ensure grant compliance, program development recommendations and to maintain or improve performance including follow-up contact to ensure that corrective plans of action have been implemented.
- Evaluation and Measurement: Review performance of partner agencies including quarterly and annual reports and improve system performance measures to increase permanent housing outcomes, increase income, and decrease the length of time people experience homelessness.
- _Inter-Agency Problem-Solving: _ Facilitate inter-agency problem solving to remove barriers and improve service delivery and access to housing and services by persons experiencing homelessness coordinating with the Senior Manager of Compliance.
- _Process and Quality Improvement: _ Participate in planning meetings with partner agencies and city and state government to help improve operations, plan new programs, and promote better approaches to homelessness.
- REPRESENT THE COC AND THE COALITION
- Participate in public forums, workshops and conferences for local, state and national housing interests.
- Participate in local and regional discussions regarding affordable housing interests, homelessness, and other housing issues affecting the region.
- Represent the organization and the CoC in the service provider community through presentations, collaboration, community outreach, service on committees, and community planning.
- Monitor federal and state policies and programs relating to affordable housing and homelessness.
- ANNUAL POINT IN TIME COUNT
- Assist with planning for PIT methodology and implementation.
- Assist with coordination of outreach and service-based location completion of surveys.
- Communicate with residential providers and assist with coordination as necessary.
- Assist with survey completions, as necessary.

REQUIRED QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree and One (1) year of experience in discipline or similar role and/or field; or associate degree and Two (2) years of experience in discipline or similar role and/or field.
- Interpersonal skills and flexibility within a small office
- Grant Writing Experience
- A valid driver’s license and insurance for local travel within a 3-county service area.
PREFERRED QUALIFICATIONS AND EXPERIENCE
- Experience in establishing and managing remote meeting platforms.
- Knowledge of HUD guidelines and polices related to funding and housing.
- Experience working in a nonprofit setting.
- Proficiency in Microsoft Office Suite
- Experience using SharePoint Server or other Cloud-based systems
