MAJOR DUTIES AND RESPONSIBILITIES:
- Designs, plans and implements human resources programs and policies including staffing, compensation, benefits, employee relations, training and health and safety programs.
- Apply an extensive body of human resources rules and procedures concerning recruitment and placement sufficient to perform a range of functions including; preparing vacancy announcements, screening applications to determine if they meet minimum requirements.
- Applying specified factors to place applicants in rank order on an inventory or register used to fill a few kinds of related lower-grade positions, and provide information and advice on the use of automated HR processing and staffing systems.
- Assist staffing specialists and others by performing structured segments of their work or participating in projects or studies; performing a detailed review of records and other documentation.
- Preparing summaries of information in preparation for further analysis and processing;
- Responding to inquiries concerning HR services, procedures, alternatives, and requirements;
- Identifying and resolving procedural issues; entering data; processing documents required for appointment including suitability, medical, drug testing and miscellaneous pre-employment and pre-deployment requirements;
- Prepare a variety of reports using a personal computer and office automation software;
- Conducting HR Internet searches.

REQUIRED QUALIFICATIONS AND/OR EDUCATION:
- MUST BE A U.S. CITIZEN
- Obtain and maintain a Personnel Security Clearance/Public Trust determination/Overseas Vetting, as required by the TO. Personnel Security Clearance/Public Trust determinations, or Overseas Vetting may not be required as specified in the TO (i.e. TO performance may not require obtaining a Government vetting process).
MUST POSSESS EITHER:
- A Bachelor’s degree from an accredited institution and two (2) years experience in Office Management, Business Administration, Human Resources / Recruiting
- An Associate’s degree from an accredited institution and three (3) years experience in Office Management, Business Administration, Human Resources / Recruiting
- A high school diploma and five (5) years experience in Office Management, Business Administration, Human Resources / Recruiting
