SUMMARY:
It is expected that minimal training and direction will be required for this position. The workload will incorporate complex cases and material, as well as demand a strong capacity for problem-solving. The Senior Program Officer will effectively manage a diverse and sophisticated workload, and will be required to conduct a high level of liaison activities and relationship building and sustaining.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Under the general supervision of the Branch Chief, incumbent: Performs a wide variety of duties necessary to assist planning and implementing exchange programs in coordination with regional bureaus, other bureau offices, program agencies, and posts, with a specific focus on programming in Pakistan.
- Performs relevant administrative planning and implementation for task/project completion and provides support for major organizational analysis, design and implementation of projects.
- Assists with the review of proposals, sub-agreements and reports for the English Access Microscholarship program.
- Maintains a close and highly responsive relationship with the office’s day-to-day activities. Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and ECA COR/Office supervisor (Deputy Director).
NON-ESSENTIAL DUTIES: Other duties and responsibilities as assigned by the ECA/A/L Office Director, or the Officer Director’s designee(s).
QUALIFICATIONS - EXPERIENCE, EDUCATION AND LICENSURE:
- Demonstrated skills in managing international exchange programs.
- Demonstrated skills in program administration, operating procedures, oversight and monitoring.
- Ability to interact with all nationalities in a culturally sensitive manner.
- Ability to learn and work with database applications.
- Facility with standard software, including the complete Microsoft Office Suite (Outlook, Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications and electronic outreach tools.
- Strong, timely and precise organizational skills and multi-tasking abilities.

- Overseas study or relevant overseas work experience is not mandatory but will be helpful.
- Minimum of an MA degree in TEFL, applied linguistics, or a closely related field and experience in teaching English overseas.
PHYSICAL REQUIREMENTS:
Essential functions may require maintaining physical condition necessary for frequently bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with the opportunity to move about. Occasionally there may be a need to move or lift moderately light items up to 35 pounds. Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically.
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.

ADDITIONAL QUALIFYING FACTORS:
Must have the ability to obtain and maintain a secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and required.
