  • Responsibilities

    We are seeking a dynamic and results-driven Capture Manager to lead the pursuit of IT services opportunities within U.S. Government Civilian agencies, particularly those engaged in scientific missions enabled by IT. The successful candidate will play a critical role in developing, managing, and winning strategic opportunities, working collaboratively with business development, proposal, and technical teams. The role requires a strong understanding of government contracting processes, agency missions, and IT solutions.

    Key Responsibilities

    · Lead the capture process for assigned opportunities, from opportunity identification through proposal submission.

    · Develop capture plans, win strategies, and competitive positioning tailored to agency missions and requirements.

    · Manage all aspects of the capture lifecycle, including bid/no-bid decisions, teaming arrangements, and proposal development.

    · Identify and engage with Government Civilian agencies focused on scientific missions (e.g., Department of Commerce, NASA, USGS, Space Force and other federal satellite and heavy data management agencies).

    · Build and maintain relationships with key government decision-makers and industry stakeholders.

    · Conduct market research to identify trends, opportunities, and competitive intelligence.

    · Identify, engage, and negotiate with potential partners (large primes and small businesses) to build winning teams.

    · Develop and manage relationships with subcontractors and partners to enhance proposal competitiveness.

    · Collaborate with technical subject matter experts to align solutions with customer needs.

    · Work closely with proposal managers, business development leads, and technical teams to ensure proposals meet customer expectations and highlight company strengths.

    · Lead internal reviews and facilitate discussions with leadership to ensure alignment and resources.

    · Ensure capture strategies and activities align with corporate objectives, compliance requirements, and customer regulations.

    · Track and report capture progress, ensuring milestones and deadlines are met.

    · Stay updated on IT trends, government contracting policies, and scientific mission requirements within civilian agencies.

    · Leverage knowledge of IT services such as cloud solutions, data management, cybersecurity, and enterprise architecture to guide capture strategies.

    Qualifications

    · Bachelor’s degree in business, IT, or a related field. Master’s degree preferred.

    · 5+ years of experience in capture management, business development, or related roles in the government contracting space.

    · Proven track record of capturing and winning IT services contracts with civilian agencies.

    · Experience working with agencies conducting scientific missions is highly desired (e.g., Department of Commerce, NASA, USGS, Space Force and other federal satellite and heavy data management agencies).

    · Strong understanding of IT services, including cloud computing, cybersecurity, enterprise architecture, and data management.

    · Exceptional communication, negotiation, and interpersonal skills.

    · Ability to lead cross-functional teams and work effectively with technical and proposal staff.

    · Proficiency in capture tools and processes (e.g., Shipley or similar methodologies).

    · Entrepreneurial mindset with a strategic focus.

    · Ability to work independently in a fast-paced, competitive environment.

    · Local to the Washington, DC / Maryland / Virginia area with the ability to attend in-person meetings and events.

    Preferred Qualifications

    · Familiarity with federal acquisition regulations (FAR) and government procurement processes.

    · Experience with scientific IT solutions, including geospatial technologies, high-performance computing, or advanced analytics.

    · Active relationships with civilian agency stakeholders, including contracting officers and program managers.
