WR is seeking Supply Chain Manager to provide Logistical and Supply Chain Management oversight for the Enhanced Control Display Unit (ECDU) project and future ECDU projects.
Position responsibilities will include, but are not limited to the following:
- Coordinates and monitors project requirements with the customers and team members to include scope, schedule, cost, quality, risk, etc.
- Under minimal supervision, plans and coordinates production plan and schedule using considerations such as low cost, timeliness, and effectiveness.
- Ensures schedules are being met and quality products are being delivered to the end users.
- Creates and manages processes and forms for the team.
- Oversees Provisioning Technical Documentation (PTD) for Allowance Parts Lists (APLs), Coordinated Shipboard Allowance Lists (COSAL) and new National Stock Numbers (NSNs).
- Oversees Configuration Management (CM) requirements.
- Ensures project hardware, software, engineering drawings and documentation CM processes and plans are being followed.
- Reviews Engineering Document Change Requests (EDCR) and drawing redlines submitted to Configuration Control Board (CCB) for approval.
- Performs various periodic CM audits.
- Conducts obsolescence and high risk assessments for ECDU system components.
- Performs in-depth research on obsolete parts by utilizing the following databases:
- Fed Log
- Pub Log
- Haystack
- General Distribution Allowance Parts List (GDAPL)
- Establishes and oversees the coordination of production flow between design, configuration manager, logistics, production coordinator, and integration lab lead to expedite production.
- Coordinates with PM/customer for Factory Acceptance Test (FAT) turnover and DD1149s to satisfy Task Order(s) Technical Contract Data Requirements List (CDRLs).
- Records and documents material movements and disposition from incoming receipt through repair cycle and prepares return shipment to customer.
- Performs periodic audits on workflow processes to ensure efficiency.
- Manages various databases along with the usage, maintenance and training.
- Provides inputs on Performance Work Statement (PWS) planning, delivery orders, spend downs etc.
- Assists with the development of project plans (identify requirements, scope definition, project schedules, WBS, risk management, etc.).
- Supports the development of cost estimates, quotes, and prepares budgets.
- Directs the establishment, implementation and maintenance of production standards.
- Interacts regularly with customers and management to ensure operational priorities are aligned.
- Analyzes, proposes, and incorporates ways to improve efficiency through and reducing unnecessary costs to the customers.
- Manages all areas of Logistics and Production.
- Oversees all material purchases and planning.
- Manages and provides input for the projects ILS requirements.
- Works with teams to ensure all fleet support requirements are being met.
Candidates must possess the following knowledge, skills, and experience:
- Bachelor’s Degree in Business Management (or similar disciple) OR related technical degree.
- Five (5) years of experience to include, but not limited to:
- supervisory or warehouse lead at a DoD facility
- financial management
- Logistics support for projects involving electronic/electrical repair and installation, ordering, acquisition, distribution of material, equipment, and resources.
- Two (2) years of Contract Management experience to include, but not limited to:
- Development of Program Acquisition Documentation
- Data Collection and Analysis
- Development of Cost Estimates
- Development of Program Status Reports
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
- Read and interpret documents such as schematics, operating and maintenance instructions, procedure manuals, and safety rules.
- Write routine reports, operating instructions and correspondence.
- Communicate effectively, both verbally and in writing, with supervisors and peers.
- Work with mathematical concepts applicable to electronics.
- Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
