    Job Description

    MISSION STATEMENT: To provide homeless women and children in the Bakersfield area with an innovative and holistic program in a sustainable model that supports their transition to permanent housing and stable employment.

    PROGRAM GUIDELINES: The program at Casa Esperanza is designed to provide a safe and nurturing environment for the participants to develop the job and life skills needed for self -sufficiency. This includes providing support and guidance to develop one’s abilities to acquire the job readiness skills necessary for employment with a sustainable wage and accompanying benefits thus becoming equipped to take one’s place as a contributing member of society.

    VISION STATEMENT: The overriding mindset in implementing every aspect of Casa Esperanza’s program is to affirm the inherent dignity and worth of the home’s participant and her children. We do this not only by offering encouraging words and verbal affirmation when appropriate, but most effectively by the manner in which each employee or staff respectfully interacts with the women and children.

    The totality of Casa Esperanza’s program will facilitate an awareness of the participant’s own personal assets and abilities. She will acquire the job readiness skills necessary for employment with a sustainable wage and accompanying benefits.

    POSITION SUMMARY: This is a full-time position reporting to the Chair of the Board of Casa Esperanza. Hours are 8:00 a.m. to 5:00 p.m., Monday through Friday; and available on-call, as needed. Annual salary range is $65,000 - $75,000. Benefits include: a total of 25 days paid time off, which includes10 days of vacation, 5 sick days and 10 holidays. The paid holidays shall be as follows, subject to modification near the beginning of each calendar year by the Board of Directors:

    July 4th

    Labor Day

    Thanksgiving Day

    Day After Thanksgiving

    Christmas Eve

    Christmas Day

    Casa Esperanza will provide health insurance options for Program Manager to choose from, which will include cost sharing by the Program Manager.

    The Program Manager has primary responsibility for planning, coordinating, directing and tracking all program operations and activities for Casa Esperanza facilities and participants. This position is also the liaison between individuals working on the program including staff, participants, community agencies and volunteers. The program manager is responsible for ensuring deadlines are met and the Casa Esperanza program is kept within budget.

    POSITION DUTIES:

    · Report directly to the Chair of the Board of Directors of Casa Esperanza

    · Provides a written and verbal report at the regularly scheduled Board of Directors meeting

    · Supervise and direct all Casa Esperanza employees

    · Supervise office administration

    · Know and effectively implement all Board approved policies and procedures

    · Assist participants to successfully transition to permanent housing and employment

    · Functions as a community resource, provides leadership to staff and volunteers

    · Develop, implement and evaluate case management for all participants, which includes the following:

    Assess the needs of the participants

    Develop plans for addressing long-term and short-term needs and goals

    Connect participants to service providers as necessary to address needs

    Monitor progress in meeting goals

    · Serve as a liaison between staff, volunteers, neighbors, and community agencies to facilitate access to services and to improve the competency of service delivery

    · Communicate effectively with participants, staff, volunteers, neighbors, and community agencies

    · Communicate to the Board of Directors in a timely manner any interaction with neighbors

    · Provide input to Casa Esperanza Board of Directors to assist with the development of annual budget

    · Manage resources for successful implementation of program delivery

    · Supervise and coordinate house events

    · In collaboration with the Board of Directors, ensure compliance with DFEH, OSHA regulations and with safe practices, and other applicable regulations regarding all aspects of the Casa Esperanza program and operations

    · Conduct room inspections to ensure participants are maintaining a safe and clean room; implement a corrective action plan with participants when standards are not met

    · Program Manager is responsible to evaluate employees’ midpoint and at the end of their introductory periods and annually thereafter.

    · Perform other duties as required by the nature of the position or as requested by the Chair of the Board of Directors of Casa Esperanza

    · Experience in project or program management, i.e., case management

    · Ability to develop community partnerships

    · Excellent organizational skills, including the ability to coordinate multiple tasks and to prioritize efforts to meet deadlines

    · Microsoft Office computer skills or similar applications

     

    MINIMUM QUALIFICATIONS: Bachelor’s Degree plus one year of related experience working with diverse populations; Master’s Degree is preferred. Must have a valid California driver’s license.

    PHYSICAL DEMANDS: The Program Manager, while performing the duties of the job, is frequently required to stand, walk and sit. The Program Manager is regularly required to reach with hands and arms, balance, stoop, kneel, speak and hear. The Program Manager must occasionally lift and/or move up to 25 pounds. Vision abilities required by the job include close and distance vision, peripheral and depth vision.
