Chief Administrative Officer

Job Purpose & Position Overview
The Chief Administrative Officer (CAO) works in conjunction with the Chief Executive Officer to provide oversight for the administrative affairs of the Winnebago Tribe of Nebraska. The Chief Administrative Officer is responsible for ensuring effective procedures are in place to measure, report, and manage the Tribal Organization.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values
Demonstrate ethical and professional behavior at all times.
Shall act as initial liaison and filter for contacts with the general public in routing, assigning, solving and/or redirecting items of day-to-day business of the Tribe.
Will work to resolve matters through a process of clarification; determining the cause of the matter; selecting and explaining the best solution to resolve the matter; expediting correction or adjustment and following up to ensure resolution.
Responsible for the daily supervision of staff and Tribal Program directors as assigned.
Works with Tribes HR office to investigate complaints against employees or Tribal departments.
Plan and direct the internal communication of information designed to keep staff informed of goals, policies, and practices concerning the general welfare and operation of the Winnebago Tribal organization
Work with CEO and HR offices to develop and implement a Professional Development Plan (PDP) program for full time employees to cultivate a constructive and professional work environment that reflects a culture of excellent customer service.
Review tribal policies and make recommendations for improvements.
Shall make regular, scheduled reports to the Tribal Council along with the Chief Executive Officer
Will maintain him/herself readily available to the Tribal Council and CEO either by person or by telephone, as required.
Responsible for coordination and oversight of Tribal Elections as defined in the Tribal code.

Required Qualifications/Skills:
Bachelor’s Degree strongly preferred, and/or 5-years of Administrative professional experience in lieu of a college degree.
Must have excellent customer service skills and the ability to adapt and respond to different types of personas.
Must be knowledgeable of the principals, practices and methods of a variety of public service programs.
Must have knowledge of the laws, regulations and practices under which Tribal governments operate.
Must have knowledge and experience in budget development and planning.
Must have strong organizational skills and ability to problem solve.
Must have excellent written and verbal communication skills.
Must possess a valid driver’s license and be insurable under the Tribes policies.

Physical Requirements:
Normal to light office work which includes the ability to lift up to 10 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
While performing daily duties, the employee is regularly required to talk and hear.

Language Requirements:
Must possess the ability to read, write, and speak the English language fluently.

Certificates, Licenses & registrations:
