    NATURE OF WORK The mission of every employee at the Town of Frederick is to “Foster an Exceptional and Inclusive Community that is Built on What Matters”. This is a highly responsible division manager position that directs the entire building function for the Town of Frederick and currently reports to the Assistant Town Manager. The incumbent will be an exemplary role model of leadership, with the ability to be data driven and strategic in their approach. The Chief Building Official is politically savvy enough to understand the strategic goals, objectives and sensitivities of the elected body while remaining apolitical as an employee. The Building Division is responsible for administering the Town’s overall building codes and other regulatory ordinances. Work involves administering the day-to-day activities of the Building Division which includes inspection of buildings and their appurtenances throughout the Town to ensure adherence to Town building, plumbing, electrical, mechanical, energy, accessibility and other related codes and applicable standards of construction, maintenance, health, and safety. Work is performed independently with responsibility for making final determinations in accordance with established general policies and is reviewed by the Assistant Town Manager through reports and conferences. The ideal candidate will be driven to be a leader in the region and among their peers working to set Frederick apart as a premier division and employer of choice.

    This position acts as a technical advisor to the Assistant Town Manager, Board of Trustees and other municipal officials on buildings codes and other matters relating to building construction and development.

    ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed herein are illustrative of the essential duties of the job, and do not include all duties that may be required. • Demonstrate extensive knowledge of national, state, and local building and related codes and regulations. • Demonstrate a thorough knowledge of major types of construction, materials, and equipment. • Plan, organize, coordinate, and direct the activities and personnel in the Building Division. • Detect faulty specifications and plans and determine feasible corrective measures. • Interprets objectives and policies to community groups, public officials, and the public. • Express ideas clearly and concisely, orally and in writing. • Develop and implement policies and directives. • Enforce codes and regulations firmly, tactfully, and impartially while being clear but kind. • Establish and maintain effective relationships with developers, architects, engineers, contractors, employees, and the public. Ability to establish and maintain effective working relationships with associates, consultants, contractors, developers, Town employees and the general public. • Analyze professional and administrative problems and make sound recommendations to address these concerns. Fosters an environment of continuous process improvement.

Recommends and implements changes to keep current with new methods; identifies additional training needs. • Serves as staff advisor to Building Code Board of Appeals. • Other duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES

    1. Manages day-to-day operations of the Building Division • Will interpret departmental policies and governing codes and regulations to division employees. • Represents the municipal government at public meetings and at conferences with other public and private groups. • Will give advice to, and cooperates with municipal officials in connection with new or contemplated capital improvements.
    2. Administers the Town’s building code; regulates and controls the design, construction, quality of materials, use and occupancy locations and maintenance of buildings and structures in the Town. • Will prepare and recommend changes in codes and regulations as needed.
    3. Plans, organizes, and directs all programs and activities concerned with compliance with building, health, and life safety ordinances. • May meet with developers, consultants, architects, citizens and other community and regional officials to review proposed development projects.
    4. Directly and indirectly supervise professional, technical, and clerical personnel engaged in plan review, permitting, and inspecting structural, plumbing, mechanical, electrical, and related building construction, or modifications. • Will confer with inspectors on work problems; occasionally accompanies inspectors to review unusual problems and to provide assistance. • May interpret and explain code requirements for construction. • Will ensure operational continuity plans are in place for all functions within the division and constantly seek to ways to improve customer service delivery. • May supervise and participate in the checking of building plans and engineering calculations. • May visit sites relative to building permit submittals. • Will prepare recommendations after coordination with other Town Staff; presents recommendations to the Assistant Town Manager, Town Manager and Board of Trustees.
    5. Maintains regular and punctual attendance. Though infrequent opportunities may exist for remote or flexible work schedules, it is expected that the incumbent will be physically present the majority of the time as the needs of this critical function often require in-person interaction.

    EDUCATION, EXPERIENCE AND TRAINING • A Bachelor’s degree in architecture, construction technology, construction/project management, engineering or closely related field, and/or experience in code administration are highly desirable. • Minimum of five (5) years progressively responsible experience in code administration or closely related field, with at least two (2) years of increasingly responsible supervisory experience. • Holds and maintains ICC certifications as a Certified Building Inspector, Building Plans Examiner, Commercial Plumbing, Commercial Mechanical and Residential Plumbing are required. ICC certification as a Certified Building Official is required within one (1) year of hire. Any equivalent combination of applied and technical training and experience, which provides the evidence of the required knowledge, skills, and abilities, may be considered as substitution of educational requirements. • Must possess a valid United States driver’s license and provide proof of a safe driving record and maintain a safe driving record throughout employment with the Town.

    PHYSICAL WORKING ENVIRONMENT The physical demands listed herein are representative of those that must be met by an employee to successfully perform the essential duties of this job. This list may not be all-inclusive. • Some work is performed indoors with prolonged sitting and fine manipulation skills required for computer use. Inspections are performed outdoors and require combinations of standing, walking, crouching, kneeling, crawling, balancing and climbing, with occasional lifting of up to 40 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. • While performing the duties of this job, the employee is regularly required to talk, see and hear, and to use hands and fingers to touch, handle, grasp, push and pull. The employee is frequently required to stand, walk, sit, and reach with hands and arms. • While performing the duties of this job, the employee occasionally works in high, precarious places. There is some exposure to noise, fumes, odors, and dust as well as to poor ventilation, slippery work surfaces and the hazards related to water and electricity during inspections. Use of protective clothing such as hard hat, steel-toed boots, safety vests and rain gear may be required at times. • When performing inspections, the employee will be required to access and view the areas and/or items to be inspected, including basements, crawl spaces, roofs, and other hard-to-reach areas that may be precarious in nature. • The environment is sometimes stressful in trying to meet customer needs and/or in issuing correction and stop-work notices for non-compliance. • The noise level in the work environment is usually moderate. • Employees may be exposed to inclement weather conditions, including moisture, humidity, and/or extreme temperatures, ranging from over 100 degrees to below zero degrees Fahrenheit.
