PRIMARY PURPOSE: The role of the Strategic CBRN Analyst is to provide advisory and assistance support services to the Defense Threat Reduction Agency’s (DTRA) CBRN Preparedness Program (CP2). The CP2 program increases the tactical, operational, and strategic capabilities of partner nations to respond to and mitigate the effects of WMD incidents. It further supports Combatant Command (CCMDs) Intermediate Military Objectives and Lines of Effort focused on aiding partner nations in building capacity and capability to respond to and mitigate WMD threats. CP2’s mission is to improve the CCMD’s ability to provide targeted CBRN preparedness assistance to Partner Nations (PNs) before, during, and after a CBRN incident. CP2 accomplishes this using a two-pronged approach. The first seeks to enhance the CBRN preparedness capabilities of the PN itself, thus reducing reliance on the US, and specifically CCMD support. The second leverages the interactions with the PN and the CCMD to facilitate increased interoperability between them. CP2 employs a number of methods to engage PNs from tactical to strategic levels, (i.e., from emergency responders up through national-level planners and decision maker). These include engagements, facilitated discussions, Subject Matter Expert Exchanges (SMEEs), and practical exercises.
JOB DESCRIPTION
Advise and assist on the best courses of action to provide CBRN Preparedness mitigation and response, capacity building, and program management support for emergency operations and deployments, training evolutions, and scheduled exercises.
Advise on appropriate logistical support, develop plans, and coordinate and implement solutions.
Contribute to the resource planning effort, advise on coordination and management support for national and international CBRN related exercise training activities. This shall include exercises encompassing multiple commands, multiple interagency departments and agencies, multiple international partners, and multiple exercise sites, ensuring comprehensive, responsive logistical support has been anticipated and is in place.
Coordinate with outside sources as needed and ensure that technical documentation is accurate and complete, develop plans for strategic PN engagement support requirements, support multiple PN engagements simultaneously, advise on assessments of PN CBRN capabilities, and provide PN CBRN workshop recommendations.
Provide strategic planning support for program execution across all six geographic CCMDs.
Provides detailed analysis, evaluation, and recommendations for improvements, optimization development, and/or maintenance efforts for CP2 CWMD program.
Develop technical guidance and plans on the CCMDs areas of responsibilities.
Develop and track program metrics to capture essential program execution data
Review CCMD Theater Campaign Plans (TCPs) and derive proposed training objectives and events in support of the TCPs.
Coordinates with CCMD country desk officers and other staff members.
Advise on process improvement to increase efficiencies and provide higher quality product to the end-user.
Standardize, track, and support the implementation of Country Engagement Plans for designated National Defense Authorization Act Section 333 Security Cooperation (SC) CWMD LoE capability development activities with Partner Nations.
Review and advise on agreements, joint plans and other documents at the strategic, operational and tactical levels of command and control.
Increase effectiveness of knowledge management tools to increase document sharing, transparency in operations, and metric tracking.
Provide support for facilitating interagency communications, training and aiding the Division to ensure cohesive, effective, and efficient responses to potential CWMD incidents across other government agencies.
Provide pre-mission advisory and assistance to support strategic plans development for new country engagement.
Assist execution of engagements and/or equipment delivery in partner nations.
Assist CP2 with maintaining equipment readiness for the PN.
Advise in the implementation and effectiveness of CP2 engagement execution through participation and oversight.
Develop or assist in development and delivery of after-action and trip/travel reports (these reports must be delivered within 10 business days after the completion of trip/travel).
Provide advisory assistance on on-going interagency activities in the region and how CP2 can best collaborate with complementing programs.
Track metrics for country-level execution.
Assist DTRA Leadership with developing or adapting web-based systems to capture/record planned events, outcomes, metrics and other vital data, and enable these systems to integrate with existing DTRA tools such as SharePoint.
Accomplish other technical and administrative duties in support of the DTRA J3/7 A&AS contract and program as assigned by the Chimera Program Manager or Mission Lead.
Provide weekly performance input to the primary or alternate contractor CP2 Mission Lead.
Produce and track Travel Authorization Requests (TARs).
Produce Travel Expense Reports to 100% accuracy and IAW company and DTRA policies and the JTR (these reports must be delivered within 5 business days after the completion of trip/travel).
Record timekeeping daily with 100% accuracy and to company standards.
