    O'KeeffeCPA & Associates is seeking a highly driven a EVM Specialist/Master Scheduler to join a high performing team in support of a large DoD (Army) Program.

    Job Description

    Candidate will manage the integration of the program MS Project Integrated Master Schedule (IMS) with the System Integrator and Program team. The IMS is owned and maintained by the Systems Integrator and includes all program team tasks and milestones, but requires oversight, analysis and reporting by the candidate to ensure schedule maintenance and quality are aligned with DoD schedule metrics and represents the accurate picture of program status. The candidate must integrate with the Earned Value team to ensure IMS structure and content are aligned with Earned Value metrics and baselines.

    The candidate is required to assess the schedule accuracy and performance meet expectations and utilize the IMS to prepare specialized reports to support the various elements of the program team and prepare selected IMS metrics to support a clear understanding of the program status, issues and owners. Detailed MS Project knowledge is required to develop the specialized views and reports, modifying or developing new reports to align with the program phase.

    The candidate is required to support the program cost team to integrate IMS status, plan and financial results and participate strongly in contract change cost analysis to ensure proposed changes align with program plans. The candidate will also support the acquisition and finance teams on planning and analysis of additional program contract task orders as requested.

    The candidate will be required to develop, review and implement tools and processes for weekly, monthly and quarterly integrated program reviews and own facilitation of these reviews, as well as continually review the effectiveness of the reviews and implement changes to tools and processes as required to maintain effective reviews.

    The candidate will participate in team meeting as required to provide insight into the IMS for the team and guidance on actions necessary to enhance performance and resulting metrics.

    The candidate will also be required to integrate with the Systems Integrator scheduling team to understand, and contribute to, planned IMS changes and implementation of regular program change requests.

    The Candidate will provide all necessary leadership and technical team training to support Integrated Baseline Reviews (IBR), as required, and maintain the leadership and team skills to remain proficient in the analysis and utilization of Earned Value for managing the program. Candidate will coordinate with Systems Integrator EV team to ensure correct and timely delivery of program Contract Performance Reports (CPR) with DoD formats 1-5. The candidate will provide support as required to the program finance team relative to Earned Value cost results and forecasts and participate in cost/schedule status report reviews as requested.

    The candidate shall assist in the review of new cost proposals that may have an impact on Earned Value and provide ongoing assessment of the Systems Integrator's compliance with their contractually approved Earned Value Management System Plan.

    The candidate shall support the program activities as necessary to secure DoD review and approval of the System Integrator's Earned Value Management Plan in accordance with DoD ANSI standards.

    Additional Requirements:

    • Provide thorough monthly assessments of the Earned Value CPR results from the Systems Integrator, identify issues and opportunities, and develop a detailed monthly assessment for presentation to program team.
    • Review the Earned Value monthly assessment results, issues and opportunities at the monthly Program Management Review (PMR) Regularly assess the effectiveness of the monthly Earned Value assessment report, recommend and implement enhancements to support current leadership and program expectations. Regularly review System Integrator issues impacting Earned Value results to ensure a thorough understand of issues drivers and corrective action. Review and provide support for contract work breakdown structures, cost and software data reporting requirements and management system requirements in acquisition plans, source selection plans and contracts in support of the command acquisition process as requested.
    • Successful candidate shall be required to sign a non-disclosure statement and shall not be able to participate in future acquisitions that are related to the development of these analyses.
    • Candidate will be required to complete all required program and DoD training as defined by the program to allow access to the program data and processes.

    Qualifications

    • Preferred Ten (10) years of experience in DoD Earned Value analysis and reporting within the Federal Government or Private Sector
    • Preferred Ten (10) years of experience utilizing MS Project to manage complex, detailed program Integrated Master Schedules within the Federal Government or Private Sector, with particular focus on reporting techniques
    • Knowledge of Earned Value processes and tools to ensure thorough integration with the EV team.
    • B.A./B.S. Degree
    • Secret Clearance
