    ESSENTIAL FUNCTIONS

    Customer Service/Program Services

    • Oversee and provide effective case management of customer intake.
    • Effective and efficient interviewing and recording of case management information.
    • Use proper assessment and discretion in determining eligibility/grant compliance.
    • Maintain and manage bank accounts of specific clients (including expenditure disbursements).
    • Monitor program to ensure optimum customer service and meeting grant requirements.
    • Prepare program evaluations; counsel clients in problem areas (i.e., budget, job, self-sufficiency).
    • Assess the appropriateness of assistance by service providers, when questionable.
    • Establish and maintain professional working relationship with clients (neighbors), vendors, and community resource providers.
    • Prepare/conduct public forums to relay program information.

    Program Support and Regulatory Compliance

    • Motivate and train other Community Service staff. Adhere to Agency personnel policies and those recommend by state, regional and federal guidelines.
    • Fiscal responsibility with funding sources to support program services and ensure integrity of assistance. Responsibility to stay within budget/resource guidelines.
    • Facilities annual needs assessment to determine needs and priority of needs of the low-income population of the service area. Manage program services to meet needs.
    • Develop and maintain an efficient working knowledge of program related and utilized software.
    • Maintain ROMA records and assist program staff with ROMA usage.
    • Provide CSBG services (i.e., eligibility determination, service delivery, requirements, etc.).
    • Attend/conduct training sessions/meetings with CSBG staff, community partners, customers, etc.
    • Other duties as assigned.

    Work Environment/Physical Demands

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Occasional lifting up to twenty-five pounds, stooping, bending, standing and reaching. Prolonged periods of sitting at a desk and working on a computer.

    Additional Benefits:

    • Healthcare through the State of Tennessee. UETHDA pays 100% of the monthly premium for the Employee Only (estimated cost paid by UETHDA for the employee is over $600 per month ($7,200 annually). Additional insurance coverage is available but cost difference will be paid by the employee.
    • Dental, Vision, Short-Term, Long-Term Disability and Voluntary Life Insurance options are offered at 100% cost to the employee .
    • Group Term Life Insurance for employee paid by UETHDA at 100% for coverage of 1.5 time the yearly wages
    • Retirement Plan--Tennessee Consolidated Retirement System (TCRS). Eligible employees are required to contribute 5% of yearly wages (pre-tax basis to the defined TCRS plan). UETHDA contributes an amortized amount as determined by TCRS. Employees are vested upon 5 years of eligible service.
    • Additional 401(K) and 457 Savings Plan also available without employer match.

    Position Type/Expected Hours of Work

    This is a full-time non-exempt position with standard hours of work/days Monday through Friday 8:00 am to 4:30 pm. This position will float to different centers in Sullivan, Carter, Unicoi, Washington, Hawkins, Greene, and Hancock to help in busy periods and to cover for absences. Travel time and mileage are paid.

    Travel

    Travel is primarily local and occurs during regular business hours, with occasional minimal out-of-area trips as needed.

    Minimum Education and Experience

    • Associate degree in social work or related degree.
    • Bachelor’s degree in social work or related degree (highly preferred).
    • Two years related experience including working with culturally diverse clients.
    • Proficient in Office 365 including Excel, Word and Outlook.
    • Excellent written and verbal communication.
    • Working knowledge of local community resources in job area.

    Salary is based 100% on Education.

    AS in Social Work (or related) $17.40; BS in Social Work (or related) $19.18
